About this opportunity

The Illinois Department of Transportation's Commercial Vehicle Safety Section is soliciting bids for pressure-sensitive motor vehicle inspection Certificates of Safety decals under the FY27 IDOT CO Certificate of Safety Decals solicitation, due November 5, 2026. Work must be performed entirely within the contractor's premises, and subcontracting is prohibited. The solicitation is open to all vendors in BidBuy.

Facility and security requirements are the primary filter. Contractor facilities must include burglar or hold-up alarm systems approved by the Commercial Vehicle Safety Section Chief, 24-hour certified security guard service, immediate on-site shredding of waste, locked storage of negatives and plates, and restricted access areas. Successful vendors must furnish supervisory employee verification of in-plant manufacturing upon request. Bidders must submit actual product samples manufactured by their firm, along with confidentiality statements detailing anti-counterfeiting systems, security procedures, and detection methods known only to authorized state personnel. Vendors must certify compliance with 34 Standard Illinois Certifications (Version 26.2) throughout the contract term and renewals, recertifying by January 1 each fiscal year for contracts exceeding one year. Compliance is a material condition of award. Vendors must also maintain $1,000,000 general commercial liability per occurrence and workers' compensation as required by law.

Scope covers four product categories: windshield inspection certificates (4.5 by 3 inches), trailer inspection certificates for exterior surfaces, school bus inspection certificates, and rebuilt windshield certificates (3.25 by 3 inches), plus month and year insert numerals of 3-mil transparent mylar. Each certificate is individually serially numbered, bound in books with chipboard backing and staples, and packaged in durable boxes with contents marking. Color must remain fade-proof for twelve months. Certificates undergo baking at 200 degrees Fahrenheit, razor scraping, water soaking, refrigeration, dry ice exposure, and 300-hour accelerated weathering, and must display "VOID" indicators upon attempted removal. Delivery goes to 2300 South Dirksen Drive, Springfield, Illinois 62764, or to 1340 North 9th Street, Springfield, Illinois 62702 for rebuilt certificates.

Award consideration prioritizes maximum protection against counterfeiting and illegal reproduction over pricing, with assessment of proposed service efficiency. The state reserves the right to conduct demonstrations and factory inspections.

The contract is contingent on appropriation by the Illinois General Assembly, and the state may terminate for convenience on thirty days' notice or immediately for cause. Contracts valued at $1,000 or more under the Minority Contractor Initiative carry a mandatory $15 fee. The opportunity was posted October 23, 2026.
