About this opportunity

The Texas Health and Human Services Commission is requesting bids on groceries and food service supplies for Big Spring State Hospital under IFB HHS0017660, with bids due July 27, 2026 at 10:30 a.m. Central Time and a questions deadline of July 17, 2026 at 5:00 p.m.

Bidders must supply at least 90% of approximately 110 line items listed on the Exhibit C Pricing Sheet Blanket, spanning proteins, prepared foods, dairy products, pantry staples, beverages, and food service packaging materials. Quantities range from 10 to 70 cases per item. The contract covers NIGP commodity classes 375-15, 380-30, and 385-30/42/47/48/95. All parts and materials must be guaranteed for a minimum of 90 days or the manufacturer's warranty period if longer.

The contract term runs from September 1, 2026 through August 31, 2027, with HHSC reserving the right to extend for up to one additional year at its sole discretion. Pricing must be submitted as firm, fixed unit prices on Exhibit C; all costs including labor, equipment, materials, and supplies are incorporated into unit rates. The historical spend baseline for the same goods was $32,226.36 for the prior year (September 1, 2024 through August 31, 2025), provided as a guideline only. Price adjustments are permitted only at HHSC's sole discretion and may be correlated with CPI-W or CPI-U or Federal Minimum Wage increases. Contractors must immediately implement any available price decreases and notify the HHSC Contract Manager in writing.

Evaluation criteria include bidder ability to meet specifications and delivery requirements, past vendor performance, financial capability, and price, with HHSC making awards based on best value rather than lowest price. Respondents must submit completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C Pricing Sheet; failure to submit either results in disqualification. All bids must be in US dollars. The warranty resolution form (Exhibit 2) requires vendor response to problem notifications within 72 hours and establishes vendor responsibility for investigation costs, storage charges after day ten, employee time at $20 per hour after 30 days, and third-party lab testing through FSIS-approved facilities. Both in-person submission at PCS (1100 W. 49th Street, Austin, Texas) and optional electronic submission via HHS Online Bid Room are available.
