About this opportunity
The Colorado Department of Public Safety, Purchasing and Contracts Unit, is requesting proposals on behalf of the Colorado Bureau of Investigation for Victim & Suspect Sex Assault Kits under Documented Quote REAA 2026-0495, with proposals due June 3, 2026 at 2:00 p.m. Mountain Time. Service-Disabled Veteran-Owned Small Business (SDVOSB) respondents certified by the U.S. Small Business Administration and incorporated or organized in Colorado receive a 3% preference on proposal price.
The kits will collect and analyze forensic DNA evidence to identify, investigate, and prosecute sexual assault offenders. All information technology provided must conform to Web Content Accessibility Guidelines (WCAG) 2.1, level A and AA success criteria under Colorado HB21-1110 — vendors must submit either an independent third-party accessibility evaluation or a Voluntary Product Accessibility Template (VPAT) 2.4 and demonstrate capability to provide product demonstrations using JAWS screen reader and Chrome browser on Windows 10.
The contract term is five years, commencing July 1, 2026, with an estimated award notification date of June 10, 2026. Pricing must remain firm during the initial contract term and must include all associated delivery fees, shipping, and installation costs. Price is the primary evaluation consideration, though sample quality and lead time for delivery may also be evaluated. The State reserves the right to award to multiple offerors if determined to be in the best interest of the State.
Prior to purchase order execution, the awarded respondent must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate documenting required coverage. Respondents must submit proposals via email to Dannette Cayongcong at cdps_edo_bids@state.co.us with subject line "Proposal submission from [Respondent Name] for DQ REAA 2026-0495 Victim & Suspect Sex Assault Kits" and complete the required Bid Response Sheet (Exhibit A).
