About this opportunity

The State of Illinois is soliciting court reporting services for fiscal years 2027–2029, with proposals due June 5, 2026. The procurement is governed by Standard Illinois Certifications (Version 26.2) and Standard Terms and Conditions (Version 23.2), both posted June 1, 2026.

Vendors and all subcontractors must certify compliance with 34 statutory and regulatory requirements covering legal entity status, criminal history, financial obligations, employment practices, environmental compliance, and procurement integrity. Compliance is a material condition of performance throughout the contract term and any renewals. For multi-year contracts, vendors must provide annual recertifications by January 1 of each fiscal year following the initial year, documenting any changes affecting eligibility. False certifications expose vendors to liability under the Illinois False Claims Act; the State reserves the right to declare contracts void if certifications prove false or if vendors subsequently become non-compliant.

Key certifications include freedom from educational loan default, pension code compliance, business registration requirements, absence of felony convictions (with specified timeframes), tax compliance, drug-free workplace requirements, non-discrimination and equal employment opportunity commitments, compliance with the Illinois Information Technology Accessibility Act, domestic product procurement preferences, employment vacancy posting obligations through IllinoisJobLink.com, and cybersecurity requirements per Department of Homeland Security directives.

Vendors must maintain General Commercial Liability coverage of $1 million per occurrence / $2 million aggregate, Auto Liability of $1 million, and Workers' Compensation as required by law, with the State named as additional insured. All invoices must be submitted by July 31 following the service period for processing under the Illinois Prompt Payment Act. The State retains sole ownership of all work product, reserves the right to terminate for convenience with thirty days' notice, and may suspend or terminate immediately if appropriations fail or vendor performance jeopardizes health, safety, or property. All disputes are resolved exclusively through the Illinois Court of Claims.
