About this opportunity

The Illinois Department of Human Services, on behalf of Chicago Read Mental Health Center, is soliciting bids under IFB B-54750 for asphalt and concrete repair services, with questions due November 13, 2026 and bids due November 25, 2026. The procurement is a Small Business Set-Aside, and bidders must be registered with the Illinois Small Business Set-Aside Program. Prevailing wage rules apply because the work is a public works project. The prime vendor must self-perform at least 51% of the work with its own W-2 employees, employed directly for at least 30 consecutive days before bid submission. Subcontracts require prior written approval, and any subcontract of $100,000 or more must include Illinois Standard Certifications.

The scope covers site assessment, pothole repair (approximately 8 potholes), asphalt pavement resurfacing (approximately 16,800 square feet), and concrete fire lane pavement replacement (approximately 720 square feet). Work includes surface preparation, drainage maintenance, pavement marking restoration, and final inspection. Work runs Monday through Friday, 8:00 a.m. to 4:30 p.m., and must be coordinated with hospital facilities and security at this active mental health facility. Vendors must carry General Commercial Liability insurance ($1 million per occurrence and $2 million annual aggregate), Auto Liability insurance ($1 million per occurrence), and Workers' Compensation as required by law. A 3% Business Enterprise Program goal applies, and a bid without a BEP Utilization Plan is non-responsive. Vendors must also submit an Illinois Vendor Disclosure or IPG Active Registered Vendor Disclosure. Prevailing wage requires contractors to pay the county prevailing rate, and contractors must employ at least 90% Illinois laborers unless an exception is approved. Before work begins, the vendor must post a surety bond at least equal to its bid, from a surety rated A- or better. A performance bond is required after execution for quotes exceeding $150,000.

The contract runs from execution through June 30, 2027, with a maximum total term of ten years including renewals or extensions. The estimated total price is set by the state before execution, and pricing appears in the BidBuy Purchase Order. Work is performed at 4200 N. Oak Park Avenue, Chicago, Illinois 60634 (Cook County). Funding comes from State of Illinois appropriations and is subject to availability, and the state may terminate for convenience on 30 days' notice. The contract may be partially funded with federal dollars. The state will award to the lowest-priced responsive and responsible bidder. Bids must remain firm for 90 days from opening. Bids are submitted electronically through BidBuy, and a pre-submission conference is mandatory or non-mandatory as indicated in the BidBuy posting. A $15 fee applies to awards of $1,000 or more.
