About this opportunity
The Texas Health and Human Services Commission, in coordination with the Department of State Health Services, is soliciting bids under IFB HHS0018095 for dental services at the Rio Grande State Supported Living Center in Harlingen, Texas, with mandatory on-site visits on November 6 or November 9, 2026, at 8:00 a.m. Bidders must attend one of the two visits. Responses are due November 19, 2026, at 10:30 a.m., and questions are due November 10, 2026, at 1:00 p.m.
Scope includes on-site diagnostic procedures, cleaning, fluoride application, oral hygiene instruction, radiology services, prophylaxis, periodontal scaling and root planning, tooth extractions, and hospital call services. The contractor must furnish all labor and equipment, conduct background checks on personnel, and provide 24-hour contact information for urgent issues. Bidders must demonstrate at least two years of relevant experience, hold current licenses from the Texas Board of Dental Examiners and the U.S. Department of Justice Drug Enforcement Administration, maintain professional liability insurance including $1.0 million in coverage, and provide three verifiable references for contracts of similar size and scope within the past five years. The HHS Agency bills Medicare and Medicaid first and serves as payor of last resort at applicable rates.
The initial term begins upon award and expires August 31, 2027, with one one-year extension at the HHS Agency's discretion for continuity of service or procurement transition. Pricing must be firm, fixed, and inclusive of all labor, equipment, materials, and supplies for the contract duration on the Pricing Sheet (Exhibit C). No volume guarantees are provided, and all contracts are subject to appropriations and availability of funds.
Evaluation rests on the bidder's ability to meet requirements and specifications, capacity to meet performance delivery requirements, and price. Award is contingent on HHSC Executive Commissioner approval. Responses must include completed Exhibit A (Solicitation Affirmations, which must be signed under penalty of perjury), Exhibit C (Pricing Sheet), and Exhibit D (Bidder Reference Form), with the Affirmations binding for 240 days from the response due date. Electronic submission through the HHS Online Bid Room is optional and requires a multi-step IAMOnline registration that may take several days. Jordan Kristian Laughlin of HHS Purchasing is the solicitation contact. The procurement is a single-round RFP conducted through PeopleSoft Strategic Sourcing.
