About this opportunity

The Texas Health and Human Services Commission is requesting bids on dairy products and juices for delivery to state hospitals and state-supported living centers statewide under IFB HHS0017418, with responses due July 15, 2026 at 10:30 a.m. Central Time and questions due June 30, 2026 at 5:00 p.m. Bidders must bid on a minimum of 95 percent of fluid dairy products for qualifying ordering entities they intend to service; bidding on juices and solid dairy products is desirable but not mandatory.

The scope covers milk (whole, reduced fat, low fat, skim, lactose-free, and flavored varieties in multiple package sizes), cottage cheese, cream, sour cream, and refrigerated and shelf-stable juices including orange, pineapple, apple, grape, mixed fruit, and tomato juice plus fruit-flavored drinks. Delivery extends to 20 locations across Texas including state-supported living centers in Abilene, Austin, Brenham, Corpus Christi, Denton, El Paso, Lubbock, Mexia, Richmond, and other areas. Annual usage varies significantly by location, with larger facilities ordering over 150,000 units annually. Each facility has designated preferred delivery days and specific cooler capacity requirements.

The historical monetary value is $1.6 million annually, totaling $3.2 million over the initial two-year contract period (September 1, 2026 through August 31, 2028, inclusive of one optional one-year renewal). The contract includes one optional one-year extension at HHSC's sole discretion. Pricing must be firm and fixed, with all unit rates including labor, equipment, materials, supplies, and related expenses. Price adjustments may be permitted at HHSC's discretion when correlated with the Consumer Price Index, Region VI, or upon documented federal minimum wage increases. Both HHSC and the Department of State Health Services are entitled to use any awarded contract. Multiple awards may be made to ensure all qualifying ordering entities receive service. Mandatory quarterly reporting of order quantities, fill rates, and pricing by facility is required. Submissions must include completed HHS Solicitation Affirmations (Exhibit A), Pricing Sheet (Exhibit C), FY27 Dairy Products and Juices Price Sheet (Exhibit E), and Warranty Resolution Form (Exhibit 2). Bids may be submitted electronically via the optional HHS Online Bid Room or in person at PCS, 1100 W. 49th Street, Austin, Texas 78756. All work product and intellectual property created under the contract becomes the exclusive property of the System Agency.
