About this opportunity
The Illinois Department of Transportation is requesting bids for a landscape materials supply contract for District 3 covering the period July 1, 2026 through June 30, 2027, with bids due August 14, 2026. This is a rebid and is open to all vendors in BidBuy with no set-asides or DBE goals applied.
The scope encompasses as-needed supply of mulch, stone, fertilizers, soil amendments, engineered soil, erosion blanket, seed, and plants organized into five bid categories: soil products (topsoil, pulverized topsoil, engineered soil); soil amendments (blended fertilizer, elemental sulfur, gypsum, lime, phosphate, potash, mycorrhizal inoculants, organic nitrogen fertilizer, and fertilizer tablets); decorative stone (river rock and granite boulders); and mulch products (granular, shredded hardwood, engineered wood fiber, processed wood chips, rubber playground, and composted leaf). Pricing is unit-based with deliveries measured in cubic yards, tons, or pounds depending on material type. Soil products require minimum orders of 5 cubic yards; most soil amendments and granular mulch are limited to 50-pound maximum bag sizes with 50-pound minimum orders; specialized fertilizer tablets are limited to 25-pound maximum containers.
Qualified vendors must demonstrate at least three years of documented landscape materials supply experience and maintain a staffed material pickup site with appropriate loading equipment within approximately two hours' drive time of Ottawa, Illinois (90 miles). Vendor-submitted mulch samples are required at no additional cost upon request. The Roadside Management Specialist may approve substitute products meeting equivalent specifications.
The contract is funded through state or local resources, not federal transportation funds. Vendors must comply with Illinois Standard Terms and Conditions, including the $15 Minority Contractor Initiative fee for awards of $1,000 or more, prevailing wage requirements where applicable, $1 million commercial liability insurance, and Standard Illinois Certifications covering 34 compliance requirements. Annual recertification is required by January 1 of each fiscal year following the initial contract year.
