About this opportunity

The Illinois Department of Transportation is soliciting bids for PVC culvert liners and associated accessories for district projects statewide under IFB 27-494DOT-FINAD-B-54196, with bids due November 10, 2026. No set-aside applies. Bidders must be an established manufacturer or authorized dealer, and subcontracting requires prior written approval from the State. Bidders may claim the Illinois Business Preference by affidavit and the Domestic Product Preference by designation in the line item alternate description field. Applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans must accompany the bid, and vendors without an active IPG registration must submit a Vendor Disclosure form (formerly Forms A).

Liners must be newly manufactured and meet IDOT Standard Specifications for Road and Bridge Construction, Section 543, Insertion Lining of Culverts, adopted January 1, 2022. Deliveries are due within ten business days of purchase order receipt, during 8:00 a.m. to 2:00 p.m., F.O.B. destination, with freight incorporated into unit prices. Vendors must carry General Commercial Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and workers' compensation as required by law. No bid or performance bond is required. Quantities are estimates for evaluation only, and IDOT may increase or decrease them.

The initial term is twelve months from last signature, with a maximum total term of ten years including renewals and extensions. The State will enter the maximum contract amount before execution. Award goes to the lowest priced responsive and responsible bidder on lowest overall total price, and bidders must quote all line items in the BidBuy Quote Items Tab. Bids remain firm for 180 days from opening. The contract may be partially or wholly federally funded, with the percentage disclosed at award. Invoices are due within fifteen days of delivery, after IDOT inspection and acceptance. A $15 Minority Contractor Opportunity Initiative fee applies to contracts of $1,000 or more and is deducted from the first payment.

Written questions are due no later than seven days before the bid opening date, which is posted on BidBuy, where all bids must be submitted. Contracts exceeding $100,000 annually require lobbyist, financial, and conflict-of-interest disclosures. Vendors may take exceptions to the Standard Terms and Conditions by submitting a redline with their offer, subject to State acceptance or rejection.
