About this opportunity

The Illinois Department of Transportation (IDOT) is requesting bids for hydrostripper equipment repair parts and maintenance services at its Central Sign Shop, with bids due September 14, 2026. Illinois Business Preference and Domestic Product Preference are available to vendors claiming such preferences under the Illinois Procurement Code; bidders must complete appropriate affidavits or designations if asserting these preferences.

The scope covers repair parts and maintenance services for Hydrostripper, Jet Edge Pump and Motor System, Intensifier, and Ebbco Filtration System equipment. The vendor must supply OEM, new parts in original packaging conforming to manufacturer standards and all federal, state, and local quality and safety requirements. The contract includes a core list of specified repair parts (line items 5–78) priced on a firm basis, non-core repair parts priced as a percent discount off manufacturer retail suggested price, and labor hour rates for repair services. The vendor must maintain a catalog (printed or online, available 24/7) with current pricing and provide monthly and annual reports detailing deliveries by work order, unit number, facility, and line item. All work is performed during agency hours (7:30 a.m. to 3:00 p.m. CST, Monday through Friday) at the Springfield, Illinois location. Labor rates must include prevailing wage rates and fringe benefits under the Illinois Prevailing Wage Act, plus all employer expenses. General commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000, and workers' compensation insurance as required by law are required.

The contract term runs October 1, 2026, through September 30, 2028, with one renewal option for October 1, 2028, through September 30, 2030. An estimated $80,000 is allocated for vendor travel reimbursements during the initial term. Bids must remain firm for 180 days from opening. Award is to the lowest responsive and responsible bidder excluding non-core repair parts and travel expenses from price comparison. A $15 Minority Contractor Opportunity Initiative fee applies to contracts valued at $1,000 or more, to be deducted from the first payment.
