About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting competitive bids to establish a blanket purchase order contract for candy and beverages for Big Spring State Hospital under IFB HHS0017656, with bids due July 28, 2026 at 10:30 a.m., and a questions-and-clarifications deadline of July 20, 2026 at 5:00 p.m. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract.
Bidders must be able to supply at least 90% of the items listed on the pricing sheet to be considered for award. The scope comprises candy and beverage products with pricing submitted as firm, fixed unit prices on the Exhibit C Pricing Sheet Blanket Quote, with all labor, equipment, materials, supplies, and related expenses included.
The historical fiscal year 2025 monetary value for the same or similar goods was $55,018.47, provided as a guideline only and not representing guaranteed volumes or compensation. The contract runs from September 1, 2026, through August 31, 2027, with one optional one-year extension available at HHSC's sole discretion subject to funding availability. Price adjustments may be permitted during the contract term only at HHSC's sole discretion and when correlated with the Consumer Price Index published by the Bureau of Labor Statistics under a specified formula.
HHSC does not guarantee any volume, usage, or compensation, and all contracts are subject to appropriations, fund availability, and termination provisions. Evaluation will assess the bidder's ability to meet requirements and specifications, delivery performance capability, price, past vendor performance, and financial capability. Award is contingent upon approval by the HHSC Executive Commissioner or designee, and HHSC reserves the right to make single or multiple awards to achieve best value for the state.
All parts and materials must be guaranteed for a minimum of 90 days or in accordance with the manufacturer's warranty if the warranty period exceeds 90 days. Bidders must submit Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet Blanket Quote) with their responses; failure to submit either document will result in bid disqualification. Contact Ja'Vorashay D Johnson at the HHS Purchasing office, 512-406-2563, for questions. Responses to questions will be posted by July 24, 2026.
