About this opportunity
The Berkshire Regional Group Purchasing Program (BRGPP), acting on behalf of 32 participating municipalities and public sector entities in Berkshire County, Massachusetts, invites competitive bids for a comprehensive cooperative procurement of highway supplies and services for the fiscal year July 1, 2026 through June 30, 2027. The solicitation encompasses 20 product and service categories including aggregates and loam, cold patch, calcium and magnesium chloride, culvert products, guardrail (delivered and installed), line painting, pavement preservation products (micro-surfacing, chip seal, and fog seal), hot mix asphalt paving, winter rock salt, winter sand, pre-treat liquid and treated winter salt, fuel products (gasoline, diesel fuel, heating oil, and liquid propane), catch basin cleaning and line jetting, tree work, and street sweeping. Bid packages became available March 12, 2026, through BRGPP's OpenGov online procurement portal at https://procurement.opengov.com/portal/berkshire-planning, with questions due by March 27, 2026 at 4:00 p.m. and responses provided by March 30, 2026. All bids must be submitted electronically through the online portal no later than April 2, 2026 at 1:00 p.m., followed by public opening and reading of bids. For service categories including guardrail installation, line painting, pavement preservation products, chip seal, paving, catch basin cleaning, tree work, and street sweeping, bidders must be pre-qualified by MassDOT for the approved class of work and comply with Massachusetts prevailing wage requirements under General Laws Chapter 149, Sections 26-27F and Chapter 30, Section 39M. All bids exceeding $50,000 require a 5 percent bid deposit in the form of a bid bond, certified check, or bank treasurer's check. Awards will be made to the lowest price responsible and responsive bidder, with consideration given to past performance, reliability, and product quality, and BRGPP reserves the right to award contracts to multiple bidders and divide awards geographically among Northern, Central, and Southern Berkshire County subsections.
No set-aside designations or restrictions specifically limiting procurement to disadvantaged enterprises are detailed in the solicitation documents provided. All bidders must submit completed bid forms, tax compliance and non-collusion forms, three client references for similar projects, and certificates of insurance with specific coverage minimums including worker's compensation (statutory), employer's liability ($1,000,000), automobile liability ($1,000,000 combined single limit), general liability ($1,000,000 each occurrence/$3,000,000 aggregate), and excess/umbrella liability ($4,000,000). Winning bidders must pay BRGPP a quarterly administrative fee of 1.75 percent of reported purchases and submit quarterly reports within 21 days of fiscal quarter end. The estimated contract values for service categories range from $40,114.00 for guardrail installation to $1,748,500.00 for pavement preservation products, with paving work segmented by region valued at $332,730.00 to $1,729,980.00, and estimated quantities for winter products including 37,360 tons of winter rock salt (distributed across three county regions) and multiple formulations of treated winter sand and salt. The solicitation contemplates integration with existing MassDOT Standard Specifications for Highways and Bridges (2026 Edition) and municipal contacts across Berkshire County, with no specific incumbent vendors or current contractors identified in the procurement documents.
