About this opportunity

The Berkshire Regional Group Purchasing Program (BRGPP), administering cooperative procurement on behalf of 32 Berkshire County municipalities in Massachusetts, invites bids for calcium and magnesium chloride products for the fiscal year July 1, 2026, through June 30, 2027. The primary objective is to secure reliable suppliers of liquid and bagged calcium chloride, magnesium chloride, and Safe Bind 30/70 blend products for dust and erosion control on unimproved roads across Northern, Central, and Southern Berkshire County regions. Bidders must offer both liquid formulations in tank sizes ranging from 1,500 to 10,000 gallons with delivery quantities between 1,000 and 15,000 gallons, and bagged products in 50-pound flake form with quantities ranging from 30 to 350 bags depending on municipality. All awarded bidders must be capable of making small quantity deliveries within seven days of purchase orders, with pricing to remain firm throughout the contract period. Questions must be submitted by March 27, 2026, at 4:00 p.m., with responses due March 30, 2026; bid submissions through the OpenGov online procurement portal are due no later than April 2, 2026, at 1:00 p.m., with contractor selection scheduled for April 20, 2026. Awards will be made to the lowest price responsible and responsive bidder considering past performance, reliability, product quality, and degree of exclusion or restrictions, with the BRGPP retaining the right to award subsections to different bidders by geographic region to meet individual participant needs.

There are no identified set-aside designations or restrictions limiting bidder eligibility based on business classification, including disadvantaged enterprise requirements. Bidders exceeding $50,000 in total bid value must submit a 5 percent bid deposit in the form of a bid bond, certified check, or bank check. Winners must maintain comprehensive insurance coverage including worker's compensation at statutory limits, employer's liability of $1,000,000, automobile liability of $1,000,000 combined single limit, general liability of $1,000,000 per occurrence with $3,000,000 aggregate, and excess/umbrella liability of $4,000,000. The BRGPP and participants are exempt from federal excise taxes and Massachusetts sales tax. Multiple contracts may be awarded to different bidders by geographic region, and winners must submit quarterly reports on the OpenGov platform within 21 days of each fiscal quarter end while paying a 1.75 percent quarterly administrative fee on reported sales. No incumbent vendors or existing contractors are referenced in the procurement documents, indicating this is an open competitive solicitation without continuation of previous supplier relationships.
