About this opportunity
The Berkshire Regional Group Purchasing Program (BRGPP), acting on behalf of 32 Berkshire County municipalities and other public sector entities in Massachusetts, is soliciting joint cooperative bids for highway supplies and services through a comprehensive procurement covering twenty distinct categories for the fiscal period July 1, 2026 through June 30, 2027. The procurement encompasses aggregates and loam products; cold patch and calcium/magnesium chloride treatments; culvert products; guardrail delivery and installation; line painting; pavement preservation products including fog seals, micro-surfacing, and chip seal applications; hot mix asphalt and paving services; winter rock salt and sand; pre-treat liquids and treated winter salt; fuel products (gasoline, diesel, heating oil, and liquid propane); catch basin cleaning and line jetting; tree work; and street sweeping services. Bid packages became available March 12, 2026 through the BRGPP's OpenGov online procurement portal, with questions due by March 27, 2026 at 4:00 p.m. and sealed bids required by March 30, 2026 at 1:00 p.m., followed by public opening and oral reading of bids with anticipated contract award by April 20, 2026. Bidders must comply with Massachusetts prevailing wage requirements per General Laws Chapter 149, Sections 26-27F and Chapter 30, Section 39M, and submit a 5% bid deposit in the form of a bid bond or certified check unless otherwise specified. For certain service categories requiring MassDOT pre-qualification (guardrail installation, line painting, pavement preservation products, chip seal, paving services by county region, catch basin cleaning, and tree work), bidders must demonstrate pre-qualification status, with estimated values ranging from $40,114 to $1,748,500. All bids and pricing must remain firm throughout the contract period, and winning bidders must maintain comprehensive insurance coverage including $1,000,000 employer's liability, $1,000,000 automobile liability, and $3,000,000 general liability aggregate coverage.
The procurement does not identify specific set-aside designations for disadvantaged enterprises or minority-owned businesses based on the available solicitation materials, nor are incumbent vendors or current contractors listed. All materials and services must comply with Massachusetts Department of Transportation (MassDOT) specifications, with bidders required to submit three client references, completed tax compliance and non-collusion forms, a bid signature page, and proof of capacity to supply estimated quantities. Winning bidders for supply contracts must submit quarterly administrative reports within 21 days of each fiscal quarter end and pay BRGPP a quarterly administrative fee of 1.75% of reported purchase amounts. For paving services specifically, contract values are divided by county region: Northern Berkshire County at $985,671, Central Berkshire County at $332,730, and Southern Berkshire County at $1,729,980. Estimated total contract values for other major categories include line painting ($607,154.50), pavement preservation products ($1,748,500), tree work ($1,230,240), catch basin cleaning and line jetting ($591,000), and guardrail installation ($40,114), with additional estimated values for remaining supply and service categories as specified in individual bid packages. The contract structure allows individual municipalities to select from any awarded bidder, with potential multiple awards authorized to meet participant needs across the diverse service categories.
