About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking qualified vendors through an Invitation for Bid (IFB) to supply Type III Movable Barricades on an as-needed basis for a three-year contract period running from November 1, 2026, through October 31, 2029, with two optional one-year renewal periods available. The procurement encompasses two barricade types: four-foot wide units complying with specification MGS-09-01B and eight-foot wide units complying with specification MGS-02-11D, both of which must meet MASH Test Level 3 requirements. Each barricade type must consist of three horizontal panels mounted to a support structure capable of remaining upright and free-standing, constructed from high-density polyethylene, wood, or other approved materials, and equipped with MoDOT Type 4 retroreflective sheeting applied to both sides in reverse image configuration. Barricades must be certified for five deployment configurations: as a stand-alone device, with two lightweight warning lights, with a lightweight substrate sign, with both lights and a sign, and with an attached MASH compliance label. Vendors must submit unit price bids for each barricade type and provide percent discounts off manufacturer's suggested retail price for replacement parts, with all delivery costs included in the unit price and delivery required within thirty calendar days to various locations across MoDOT's seven districts throughout Missouri. Bids are due electronically through MissouriBUYS MOVERS or by mail (USPS, UPS, or FedEx) by April 20, 2026, at 2:00 PM Central Time, with hard copy submissions requiring five business days' advance notification to buyer Ashten Lorts; email submissions will not be accepted. Award will be made to a single vendor based on the lowest and best responsive bid, with evaluation considering compliance with specifications and delivery requirements.

Vendors are encouraged to utilize minority business enterprises (MBEs) and women business enterprises (WBEs) as subcontractors, and bidders offering products manufactured or produced in the United States may receive a 10 percent preference in accordance with the Domestic Products Procurement Act. No incumbent vendors or current contractors are identified in the solicitation documents. Historical spending data from October 18, 2021, through April 15, 2026, shows Missouri spent $301,904.93 on Type III Movable Barricades at average unit prices of $173.04 for four-foot units and $250.29 for eight-foot units; however, MoDOT has not disclosed estimated annual purchase quantities or a total contract value. Vendors must maintain adequate liability insurance listing MHTC and MoDOT as additional insureds, and liquidated damages of $25.00 per day per item will apply for delivery delays, not to exceed 20 percent of the total order amount. Payment terms are net 45 days from invoice. Interested vendors should contact buyer Ashten Lorts at ashten.lorts@modot.mo.gov or (573) 751-3685 for additional solicitation details and clarification.
