About this opportunity

The Office of the State Fire Marshal is seeking a Technical Elevator Consultant to support the Elevator Safety Board for the remainder of Fiscal Year 2026, with services concluding on June 30, 2026. This Request for Quote procurement requires qualified consultants to provide technical expertise on elevator safety matters for approximately 128 hours of consulting work. Qualified candidates must possess a minimum of 12 years of experience as an electrical engineer, a minimum of 10 years of experience writing ASME codes, a degree in electrical engineering, and current membership with The American Society of Mechanical Engineers. Applicants must submit a detailed resume, copy of their engineering degree, and ASME membership certification along with their response. Vendors should quote an hourly rate for the 128 hours of consulting services and must include exactly $18,000.00 for documented travel expenses related to the contract. Quotes must be submitted by December 5, 2025, at 1:00 PM through the BidBuy system, with no subcontracting permitted. The selected vendor will be chosen based on the lowest price offered, and the quote must remain valid for 90 days from the date of submission.

Responses are not subject to set-aside designations for disadvantaged enterprises; however, all vendors must comply with the State of Illinois Standard Terms and Conditions and Standard Illinois Certifications requirements, which impose 34 distinct compliance obligations covering legal entity status, financial integrity, criminal history, ethical conduct, employment practices, and regulatory compliance. The certifications mandate non-delinquency on state debts, absence of felony convictions with specific waiting periods, compliance with equal employment opportunity standards, drug-free workplace certification, and adherence to the Illinois Information Technology Accessibility Act Standards. No incumbent vendor or existing contractor has been identified for this procurement. The contract value will be determined by the hourly rate quoted by the selected vendor multiplied by 128 hours, plus the fixed $18,000.00 travel expense allocation, with the total contract amount subject to the lowest responsive quote submission. The Office of the State Fire Marshal reserves the right to reject any or all offers and may cancel the contract with up to 72 hours' advance notice. The procurement is contingent upon appropriations availability, and the vendor must maintain insurance coverage including $1,000,000 commercial general liability per occurrence with $2,000,000 annual aggregate, along with workers' compensation as required by law.
