About this opportunity
The City of Rocky Mount, North Carolina, issued Request for Proposal 320-200825TW for FY26 Sewer Main Relining services, a construction repair contract involving the rehabilitation of existing sewer pipelines through Cured-In-Place Pipe (CIPP) technology. The project encompasses 5,212 linear feet of 8-inch vitrified clay pipe across 19 locations throughout Rocky Mount, with individual line segments ranging from 142 to 563 feet in length. The scope of work includes light cleaning and closed-circuit television (CCTV) inspection, CIPP lining installation, and bypass pumping services, with resin-impregnated flexible tubes cured using hot water under hydrostatic pressure or steam pressure to create continuous, tight-fitting pipelines addressing broken pipe and root intrusion issues. Qualified bidders must be licensed and bonded in North Carolina and must have pre-approved products and installers meeting strict commercialization criteria, including a minimum of 25 successful similar projects and 1,000,000 feet of prior CIPP installation experience. Pricing is structured on a linear-foot basis for the three primary work items, with monthly progress payments made upon certification. The mandatory pre-bid meeting has been extended to Wednesday, January 28, 2026, at 10:00 AM at 331 S Franklin Street, Rocky Mount, NC 27804, and attendance is required for all bidders; written questions must be submitted by Tuesday, January 27, 2026, with responses provided by Thursday, January 29, 2026. Proposals are due Thursday, February 5, 2026, by 2:30 PM ET, and the contract duration is 60 consecutive calendar days from the Notice to Proceed with liquidated damages of $500 per day for project overrun.
The City of Rocky Mount maintains a ten percent aspirational goal for minority business enterprise (MWBE) participation; however, no explicit set-asides or restrictions limiting bidder eligibility to specific organization types have been designated. Bid security of five percent is required for bids of $500,000 or greater, and 100% performance and payment bonds are required for bids of $300,000 or more. Insurance requirements include $1,000,000 commercial general liability, $1,000,000 automobile liability, and $500,000 workers' compensation coverage, with the City of Rocky Mount named as additional insured. Contractors must provide a twelve-month guarantee on all materials and workmanship and shall comply with applicable American Society for Testing and Materials (ASTM) standards including F1216, F1743, D5813, D790, and D2990, with project specifications governing in cases of conflicting requirements. No incumbent vendors or current contractors are identified in the procurement documents, and no specific budget range or award value has been disclosed in the available materials.
Opportunity text
It is the intent of this specification to provide for the reconstruction of pipelines and conduits by the installation of a resin-impregnated flexible tube, which is tightly formed to the original conduit. The resin is cured using either hot water under hydrostatic pressure or steam pressure within the tube. The Cured-In-Place Pipe (CIPP) will be continuous and tight-fitting. The Contractor shall be licensed and bonded in North Carolina and shall use sufficient workmen and competent supervisors in the execution of this portion of the work to ensure adequate and proper installation throughout. This specification references standards from the American Society for Testing and Materials, such as ASTM F1216 (Rehabilitation of Existing Pipelines and Conduits by the Inversion and Curing of a Resin-Impregnated Tube), ASTM F1743 (Rehabilitation of Existing Pipelines and Conduits by Pulled-in-Place Installation of Cured-in-Place Thermosetting Resin Pipe (CIPP)), ASTM D5813 (Cured-in-Place Thermosetting Resin Sewer Pipe), ASTM D790 (Test Methods for Flexural Properties of Un-reinforced and Reinforced Plastics and Electrical Insulating Materials), and D2990 (Tensile, Compressive, and Flexural Creep and Creep-Rupture of Plastics) which are made a part hereof by such reference and shall be the latest edition and revision thereof. In case of conflicting requirements between this specification and these referenced documents, this specification will govern.
