About this opportunity
The Ohio Department of Natural Resources (ODNR), Division of Mineral Resources Management's Coal Regulatory program is seeking a comprehensive maintenance agreement for 28 seismograph units used to monitor geological structures and geodynamic risks in coal mines. The procurement opportunity, identified as State Local Contract Opportunity ID 6867fdeef61ef77b5f00eedc, requires a vendor to provide annual and post-repair calibration services that meet International Society of Explosives Engineers (ISEE) Performance Specifications. Specific deliverables include detailed documentation of input/output data, comprehensive repairs of electronic components, circuit boards, hardware, and weather-resistant seals, and preventive maintenance services. The maintenance agreement covers seismographs with serial numbers ranging from 7170 to 11015, with requirements for programming and firmware upgrades, battery and windscreen checks, and parts replacement to prevent false triggering. The contract mandates a normal turnaround time of 14 business days from receipt of equipment, with return shipping to the ODNR regional office in New Philadelphia, Ohio. The solicitation was posted on July 3, 2025, with proposals due by July 24, 2025, targeting vendors capable of providing specialized seismograph maintenance and calibration services.
No specific set-aside designations or restrictions on vendor qualifications were explicitly stated in the procurement documents. The contract appears to be open to qualified service providers with expertise in seismograph maintenance and calibration for industrial monitoring purposes. The solicitation covers maintenance for up to 28 units, with provisions for repairing up to three seismographs with accidental damage during the maintenance period. While no specific budget range or award value was disclosed, the comprehensive nature of the maintenance requirements suggests a potentially significant contract value. The geographical focus is Tuscarawas County, Ohio, with services to be performed for the state's mineral resources management program. Interested vendors would need to demonstrate technical capabilities in electronic repair, calibration procedures, and adherence to ISEE performance specifications for blasting seismographs.

The ODNR-Division of Mineral Resources Mgmt's Coal Regulatory program is in need of maintenance service for our current seismograph units. Currently, there are 28 units in need of repair and calibration. These seismographs are used to monitor and assess geological structures and geodynamic risks of coal mines within the state. The serial numbers of the 28 seismographs to be covered by the above service are: 7170, 7171, 7285, 7286, 7458, 7459, 7654, 7655, 7843, 7844, 8021, 8022, 8223, 8224, 10172, 10173, 10579, 10580, 10581, 10582, 10839, 10840, 10841, 10842, 11012, 11013, 11014, and 11015. Services should include the following:
- Annual and post-repair shake-table and acoustic calibration and certification to meet the current International Society of Explosives Engineers (ISEE) Performance Specifications for Blasting Seismographs, including tabular documentation of input/output data ("as-found," final, and phase response) across a range of frequencies, as described in Appendix 1 of said ISEE specifications;
- All repairs not related to accidental damage; such repairs shall include, but not be limited to, repairing or replacing electronic parts, circuit boards, hardware, and weather-resistant seals or sealants in the geophone, microphone and seismograph unit;
- Minor repairs due to accidental damage (e.g., to fix a sliced geophone or microphone cable, or replace a water-damaged microphone element), for not more than three seismographs during the maintenance period;
- Preventive maintenance services to include, at a minimum, checking/replacing the internal batteries, battery cables/clamps and windscreens, and checking/replacing any parts that might cause problems (such as false triggering);
- Programming and firmware upgrades when available;
- Normal turn-around time of 14 business days (or less) from the date a seismograph is received at your primary service location; and
- Return shipping to our regional office in New Philadelphia, Ohio.
