About this opportunity
The Texas Office of the Attorney General is soliciting proposals for a comprehensive firearms training range facility to support the Medicaid Fraud Control Unit (MFCU), a law enforcement division employing over one hundred commissioned peace officers. This Request for Proposal (RFP) seeks a qualified vendor to provide facilities and services including an air-conditioned indoor classroom accommodating up to 30 people, an indoor shooting range with minimum 8 lanes, an outdoor shooting range with minimum 8 lanes, a dedicated rifle range, a shotgun range, and an outdoor dynamic/tactical shooting range permitting movement and use of static vehicles for scenario-based training. The facility must be located within 50 miles of Austin, Texas, and include restroom facilities with running water. The contractor must provide 75,000 rounds of 9mm practice ammunition at the start of each contract term and maintain storage capacity for up to 150,000 rounds on site with secure accountability procedures. The facility will be utilized for scheduled training events up to twice per calendar year for groups of 10-15 people over 5 days, one annual December event for 25-30 people, twice-yearly 2-day exclusive range access in spring and fall, and priority scheduled access for individual personnel requiring qualification or mandated training on an as-needed basis. Responses will be evaluated based on Company Qualifications (10 percent), Solution (50 percent), and Pricing (40 percent), with awards made to respondents offering the best value to the State. The question deadline is February 3, 2026, with proposal responses due February 11, 2026, at 10:00 a.m. Local Time via the Bonfire procurement platform in PDF format accompanied by a separate Excel pricing form. Contract award is anticipated in February 2026, with an initial term beginning March 1, 2026, and ending February 28, 2027, followed by four optional one-year renewal terms at the OAG's sole discretion.
The RFP does not specify set-aside designations or restrictions limiting eligibility to particular enterprise categories such as disadvantaged, minority-owned, women-owned, or small businesses. All respondents must comply with mandatory state terms and conditions including Texas bidder certification, suspension and debarment compliance, E-Verify system utilization, child support compliance, conflict-of-interest avoidance, and numerous state prohibitions including boycotts of Israel and energy companies, human trafficking prohibitions, and cybersecurity and data security compliance standards. Vendors must also provide indemnification for general liability, intellectual property infringement, and warranty breaches, and accept state auditor authority for investigations of fund usage, with dispute resolution following Texas Government Code Chapter 2260. No incumbent vendor or current contractor is identified in the available documentation. The RFP does not specify a funding amount or budget ceiling, and compensation will be provided according to rates specified in the contract with invoices submitted within 30 days of service delivery. The contractor must provide minimum 48-hour advance notice of any known or planned scheduling conflicts and immediate notification of unknown conflicts, along with rescheduling options for canceled events.
Opportunity text
The Office of the Attorney General's (OAG) Medicaid Fraud Control Unit (MFCU) is a law enforcement division within the OAG that employs over one hundred commissioned Texas peace officers who conduct criminal investigations and enforcement operations across the state. As members of a law enforcement agency, MFCU officers are required to carry firearms and must be trained, qualified, and prepared for all responsibilities inherent in the lawful use of deadly force, including operational readiness, safety, and professional accountability. To support the full spectrum of required firearms training, the OAG requires a facility that can accommodate handgun, rifle, and shotgun instruction, as well as annual and periodic qualification and requalification courses. To sustain year-round readiness, it must offer both indoor and outdoor training environments that allow instruction and live-fire practice in all weather conditions, along with classroom space for safety briefings, evaluations, instructor-led coursework, advanced firearms instruction, and armorer training. The facility must also provide a safe training area for limited tactical exercises involving obstacles, barriers, realistic movement, and the use of static vehicles or structures for scenario-based drills.
