About this opportunity
The Illinois Department of Transportation is requesting bids on a full-size 4-door SUV 4x4 under FY26 CO 60s045, with bids due July 30, 2026. The solicitation is open to all vendors registered in BidBuy.
The vehicle is for use by IDOT's Bureau of Operations to transport sensitive testing equipment and public officials to emergency repair projects and meetings throughout Illinois, and to tow message boards and equipment during emergency situations and flood response operations. The SUV must feature a minimum 8-cylinder naturally aspirated gasoline engine or 6-cylinder turbocharged engine producing at least 350 horsepower and 380 lb-ft of torque; flexible fuel vehicles and hybrid electric vehicles are preferred. The vehicle must include 4-wheel drive or all-wheel drive with an electronic transfer case, a minimum 10-speed automatic transmission, 4-wheel anti-lock disc brakes, an 8,000-pound towing capacity with factory-installed Class IV hitch receiver, a minimum 120-inch wheelbase, and at least 8-passenger seating in a 2-3-3 configuration. Additional required features include individual front bucket seats, full floor-mounted center console, heavy-duty removable rubberized floor mats, HD rear vision camera, and integrated Bluetooth connectivity with Apple CarPlay and Android Auto compatibility.
Bidders must submit descriptive literature clearly identifying the make, model, and proposed accessories. The vendor is responsible for guaranteeing delivery within the quoted timeframe and ensuring all equipment is fully operational upon delivery, with any noted defects addressed within the first 30 days of in-service use. Manufacturers' standard warranty applies commencing at the in-service date, with the vendor responsible for any repairs or replacements at no charge to the Department.
Vendors must comply with Standard Illinois Certifications Version 26.2, which establishes 34 compliance requirements covering financial, legal, ethical, and operational standards, including prevailing wage obligations where applicable, drug-free workplace standards, and cybersecurity compliance with Department of Homeland Security directives. Contracts may be funded partially or wholly with federal funds. The State reserves the right to terminate for convenience with thirty days' notice or terminate immediately for cause.
