About this opportunity
The Berkshire Regional Group Purchasing Program (BRGPP), acting on behalf of 32 participating municipalities in Berkshire County, Massachusetts, invites bids for mechanical street sweeping services spanning three fiscal years from April 1, 2026 through June 30, 2028. The procurement covers street sweeping services for paved roadways, parking lots, sidewalks, and adjacent areas across Northern, Central, and Southern Berkshire County, with work distributed among six municipalities: Clarksburg, Florida, Windsor, Alford, Lee, and West Stockbridge, encompassing an estimated 384 total service hours. Sweeper operators must possess a minimum of one year of experience, and equipment must be no more than ten years old with mechanical sweeping capability and independent wet systems for dust control. Services are compensated on an hourly basis with a guaranteed minimum of four hours per calendar day of requested work, and all bidders must be pre-qualified by MassDOT for the approved class of work. Bid packages became available March 4, 2026, through the OpenGov online procurement portal at https://procurement.opengov.com/portal/berkshire-planning, with sealed bids due no later than March 18, 2026 at 1:00 p.m., followed by public opening and reading of all submitted bids. Contract award is expected by April 1, 2026. All bids are subject to Massachusetts prevailing wage rates under General Laws Chapter 149, Sections 26-27F and Chapter 30, Section 39M, with Sweeper classifications ranging from $32.40 to $34.41 per hour and Driver classifications ranging from $29.32 to $31.04 per hour across the contract period. Evaluation criteria prioritize the lowest price eligible and responsive bidder while considering past performance, reliability, and quality of service, with BRGPP reserving the right to award to multiple bidders or divide awards by geographic region.
Minority and woman-owned business enterprises are actively encouraged to submit bids, and all bids will receive consideration without regard to race, color, religion, national origin, sex, age, sexual orientation, or disability. No incumbent contractor is identified in the bid documents. All qualified bidders must submit a 5% bid deposit in the form of a bid bond or certified check (approximately $3,072 based on the estimated contract value), and the winning contractor must maintain comprehensive insurance including workers' compensation (statutory), employer's liability ($1,000,000), automobile liability ($1,000,000), general liability ($1,000,000 per occurrence and $3,000,000 aggregate), and excess/umbrella liability ($4,000,000), with BRGPP and participating municipalities named as additional insureds. The contractor must also submit a labor and materials payment bond equal to 50% of the awarded contract value and provide quarterly administrative reports with a 1.75% reporting fee. All workers are required to possess OSHA 10-hour certification. The estimated contract value for street sweeping services (FY26-27-28-20) is $61,440.00 across the three-year period. Participating municipalities retain responsibility for police details and flagging costs. BRGPP and its participating members reserve the right to accept or reject any or all bids in total or in part and to take whatever action is deemed most favorable to the best interests of all participants, with contract terms subject to the availability of appropriations on a fiscal year basis.
