About this opportunity

The state of Illinois, specifically the Illinois Department of Financial and Professional Regulation (IDFPR), is procuring a sole source contract for the FY25 Anti-Predatory Lending Database (APLD) system. IDFPR is statutorily required to create, maintain, and administer the APLD to track residential mortgage loan transactions initiated by licensed loan originators or mortgage brokers in Cook, Kane, Peoria, and Will counties. The services to be provided by the selected vendor, Catalis Regulatory & Compliance, include program management, customer service, technical support, regulatory compliance, data entry, and program review for the APLD system. The proposed contract term is from September 2, 2024 to September 1, 2025, with no renewal options. IDFPR determined that Catalis is the sole economically feasible source for these services as the software system and operational support model are proprietary, and Catalis is the only provider that currently supports this type of database in Illinois. IDFPR negotiated the pricing, which is considered fair and reasonable given the magnitude of the system. Without these services, IDFPR would be in statutory non-compliance, and the residents in the four counties would be at risk of predatory lending behavior.

The notice does not indicate any set-aside designations or restrictions on the types of organizations that can respond. The incumbent vendor is Catalis Regulatory & Compliance, and the contract value is $1,486,918. The hearing for this sole source contract will be canceled unless an interested party submits written comments or requests a public hearing by August 9, 2024 at 4 PM.
