About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking a contractor for the FY22 KC District Fuel Tank Replacement Project, which involves removing and replacing fuel tanks at six locations across the Kansas City District, specifically in Marshall, Platte City, Richmond, Independence, Marshall Junction, and Kearney. The project requires the contractor to remove existing fuel tanks, properly dispose of them, and install new above-grade, horizontal, double-wall, steel UL142 flame shield/SWRI fuel tanks with a 2,000-gallon capacity at each site. Key deliverables include removing existing fuel, temporarily storing it, and reinstalling the fuel once new tanks are in place, while reusing existing dispensers, pumps, fuel master equipment, and hoses. The contractor must supply and install new tank hardware, including vents, fuel level gauges, and caps. The bid opening is scheduled for August 24, 2021, at 2:00 PM CDT, with a project completion deadline of April 20, 2022. Evaluation criteria will focus on the lowest responsive and responsible bidder, with no pre-bid meeting scheduled, though site visits can be arranged by contacting Doug Young at (816) 365-9946.

The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Service-disabled veteran enterprises are also encouraged to participate. The contractor must comply with prevailing wage requirements under Chapter 290 RSMo and provide a 5% bid bond or equivalent, with the successful bidder required to submit a 100% performance and payment bond. Insurance requirements include general liability coverage of $500,000 per person/$3,000,000 per occurrence, automobile liability insurance with similar limits, and workers' compensation coverage. Liquidated damages of $500 per day will be assessed for late completion. While no specific budget range is explicitly stated, the contractor will be responsible for all permits, licenses, and installation costs across the six locations. Payment terms are net 30 days, and the state reserves the right to use a purchasing card for payment. The project includes a one-year warranty on parts and labor, and contractors must adhere to OSHA construction safety programs and COVID-19 safety protocols.
