About this opportunity
The City of Houston is seeking proposals for construction, repair, rehabilitation, removal, and replacement services for roadway pavement and associated improvements under FY2027 Citywide Asphalt Overlay Rehabilitation Project #1, with proposals due October 15, 2026. The contract carries MWSBE participation goals of 9% MBE, 3% WBE, and 11% SBE, with up to 50% of supplier participation permitted to meet these goals; bidders unable to meet advertised goals must submit Good Faith Efforts documentation and goal deviation requests.
Work is performed at various locations throughout the City of Houston under a work-order structure. The scope includes removal and disposal of existing pavements, milling, base-course installation, asphalt overlay, and associated improvements including curbs, gutters, sidewalks, ADA-compliant wheelchair ramps, drainage adjustments, tree protection, traffic control, and pavement markings. The contractor must maintain a minimum of three crews, three pavers, and three milling machines to perform work simultaneously across multiple locations.
The maximum not-to-exceed contract price is $10 million. Work orders are issued within 365 calendar days after notice to proceed, with individual work orders establishing specific commencement and completion dates and contract time based on estimated work order pricing. Pricing is based on unit prices for specified work items; no adjustments are permitted to fixed unit prices, though bidders may increase minimum bid prices or decrease maximum bid prices as designated.
Contractors must submit a security deposit equal to 10% of total bid price and provide performance bonds, statutory payment bonds, and one-year maintenance and surface-correction bonds. The contract is subject to prevailing wage requirements under Document 00820, the City's Hire Houston First Ordinance, anti-boycott certifications, zero-tolerance human trafficking policies, and MWSBE compliance. Liquidated damages apply for delays beyond contract time. The contract may be renewed for one additional year upon written request by the Director at least 30 days before expiration, subject to sufficient fund allocation. A pre-proposal meeting is scheduled as noted in supplementary instructions.
