Summary of FY2027 Citywide Asphalt Overlay Rehabilitation Project #1

This is a Project Manual and related bidding documents for the City of Houston's FY2027 Citywide Asphalt Overlay Rehabilitation Project #1 (WBS No. N-321040-0185-4), a work order-based construction contract for roadway pavement rehabilitation services. The City seeks qualified contractors to provide construction, repair, rehabilitation, removal, disposal, and replacement services for asphalt pavement and associated improvements at various citywide locations, with work scope defined through individual work orders. The project encompasses a comprehensive scope including removal and disposal of existing pavements, milling, base course installation, asphalt overlay, and associated work such as curb and gutter installation, sidewalk construction, wheelchair ramps, drainage adjustments, tree protection, traffic control, and pavement markings. The work order contract has a maximum not-to-exceed price of $10,000,000.00 and allows the City to issue work orders within 365 calendar days after notice to proceed. Contractors must maintain a minimum of three crews, three pavers, and three milling machines to perform work simultaneously. Individual work orders will establish specific commencement and completion dates, with each establishing contract time based on estimated work order pricing. The proposal submittal date and public opening of price proposals (Packet 3) occurs at 11:00 a.m. in City Council Chambers, with Packets 1 and 2 submitted separately under sealed envelope. A pre-proposal meeting is scheduled as noted in supplementary instructions.

The contract pricing is based on unit prices for specified work items organized in base unit price tables, with no adjustments permitted to fixed unit prices. Bidders may increase minimum bid prices or decrease maximum bid prices as designated. The City has established Minority, Women, and Small Business Enterprise (MWSBE) goals of 9 percent for Minority-Owned Business Enterprises (MBE), 3 percent for Women-Owned Business Enterprises (WBE), and 11 percent for Small Business Enterprises (SBE), with up to 50 percent of supplier participation permitted to meet these goals. Bidders unable to meet the advertised goals must submit Good Faith Efforts documentation and goal deviation requests. The contractor must submit a security deposit equal to 10 percent of the total bid price and provide performance bonds, statutory payment bonds, and one-year maintenance and surface correction bonds. Liquidated damages are assessed for delays beyond the contract time as specified in supplementary conditions. The contract is subject to prevailing wage requirements for engineering construction per Document 00820, the City's Hire Houston First Ordinance, anti-boycott certifications, zero-tolerance human trafficking policies, and MWSBE compliance requirements. The contract may be renewed for one additional year upon written request by the Director at least 30 days before expiration, provided sufficient funds are allocated.
