About this opportunity

The Colorado Department of Revenue issued Invitation for Bid (IFB) #DOR17018 on May 8, 2017, seeking qualified vendors to supply 15 different specifications of standard and custom envelopes for use by Denver County and Denver City. The Department requires both 24# white wove paper envelopes and kraft yellow 28# paper envelopes in various configurations, including items with specific window configurations, security tints, and custom printing, with estimated annual usage ranging from 1,000 units to 3,500,000 units per specification, totaling approximately 7.3 million envelopes annually. Vendors must submit sealed bids by May 25, 2017 at 2:30 p.m. Mountain Time to the Department of Revenue at 1375 Sherman Street, Room 336, Denver, Colorado 80203, with an inquiries deadline of May 12, 2017 at 2:30 p.m. MT. All pricing must be submitted per 1,000 units across multiple quantity levels and must be firm for the initial contract term, with delivery required within 21 working days of order on an FOB Destination basis with no additional shipping charges permitted. Qualified vendors must be registered in the Colorado Procurement Vendor Self Service (VSS) system, submit paper samples for each envelope type, provide up to three business references demonstrating similar printing experience, and include a signed Confirmation of Offer form with their bid. The estimated contract term runs from July 1, 2017 through June 30, 2018, with four optional one-year renewal periods available at the State's discretion. The Department will make award to the responsive and responsible vendor offering the lowest bid, though it reserves the right to make multiple awards if deemed in the State's best interest.

Service-Disabled Veteran-Owned Small Business (SDVOSB) vendors meeting minimum specifications may qualify for a 3% contract value goal set-aside under Colorado Revised Statutes Section 24-103-211, provided they submit U.S. Department of Veterans Affairs SDVOSB certification documentation with their bid. The current incumbent vendor is Cenveo, as noted in the contract opportunity name. All deliveries must be coordinated with the Department of Revenue Loading Dock in Denver, Colorado, with specific pallet specifications not exceeding 35" x 48" with a maximum height of six feet, and vendors must coordinate delivery appointments at least 48 hours in advance with Jon Svare at 303-866-5617. Vendors must provide a toll-free number and/or website access for order placement and accept delivery on an FOB Destination basis. Based on historical order data provided in the solicitation documents, the Department's historical purchases totaled nearly $10 million across various envelope sizes since July 2015; however, estimated annual usage under this contract should not be confused with historical volumes. The Department reserves discretion to award to single or multiple vendors based on lowest responsive and responsible bids, and any price increases beyond the initial contract term are subject to State approval and require justification submitted 30 days prior to renewal.
