About this file

This document is a record of inquiries and responses from the Colorado Department of Revenue regarding Invitation for Bid (IFB) #DOR17018 for envelopes. The solicitation requests pricing for multiple envelope sizes and specifications, with estimated usage quantities varying by item. The estimated purchase amounts are not guaranteed and may fluctuate annually. Bidders are required to submit sample envelopes for each item number listed in the bid, along with three business references provided without samples. Bid submissions must be delivered to the front desk, where the date and time of receipt will be recorded and communicated to April Carlson, the designated bid recipient. The department indicated that delivery will occur through multiple orders rather than a single delivery for each envelope size due to storage space limitations.

Key clarifications addressed in the inquiries include the distinction between historical order volumes and estimated contract quantities—historical orders totaling nearly $10 million across various sizes since July 2015 should not be confused with the estimated usage figures specified in the IFB. A significant specification change removed the recycled paper requirement from the solicitation, as the 28 Yellow Kraft envelopes were unavailable in recycled format in the required quantities, and recycled options presented cost increases and potential insertion complications. Bidders seeking historical bid tabulations and previous award information were directed to contact Elizabeth Hewes at the Department of Revenue. The document reflects standard procurement clarifications regarding product specifications, delivery terms, and submission procedures.

Department of Revenue Inquires/Responses for IFB # DOR17018/Envelopes

This document contains all inquiries submitted by bidders within the timeframe specified regarding this IFB. Inquiries are stated verbatim exactly as provided by the bidder.

Q1. For delivery of the envelopes, can there be (1) delivery for the total contract amount for each size?

A1. Because of storage space, we cannot have one (1) delivery for the total contract amount for each size. Some envelopes will be ordered in completion, others will have multiple orders.

Q2. I am confused. The line items shown in detail show that you ordered almost 10,000,000 envelopes that were the 6 x 9-1/2 but on the contract it says the estimated usage is 75,000. What am I doing wrong?

A2. The almost $10,000,000 ordered is a combination of orders from various sizes since July 2015.

Please use the estimated amounts found on the IFB for estimated purchases of each envelope size. The estimated amounts are not guaranteed amounts and could vary from year to year.

Q3. We are asking for history on the referenced project below. Please email the archived Bid Tabulation (including past unit prices, names and addresses of bidders) along with the previous Award of Contract specifying who won this project whenever it was last bid upon...

This is for reference only. The bid has not opened yet. We are asking for the bid results the last time this referenced bid was actually bid upon. For example if this was last bid upon 12 months ago then that is the information we are requesting.

If this was last bid upon 24 months ago then that is the information we are requesting...and so on.

A3. To obtain a copy of the bid tabulations from the previous solicitations, please email Elizabeth Hewes at Elizabeth.hewes@state.co.us with Request for Envelopes Bid Tabulations in the email header.

Q4. Do you want a sample envelope for each item number on the bid?

A4. Yes a sample envelope for each item number on the bid is required.

Q5. Three Business References will be provided without sample. Correct.

A5. Yes, that is correct.

Q6. When the bid is delivered to the front desk how will know that April Carlson has received the bid?

A7. Once the front desk receives the bid response, she will note the date and time it was received on the package and then will call or email April that there is a bid at the front desk.

Q8. I apologize I did not see this issue with the envelopes switching from 24 White Wove to 24 Recycle Wove.

Above the first envelope is a phase “Vendors are to provide pricing for recycled paper”.

The 28 Yellow Kraft is not available in recycled in the quantities on this contract.

mailto:Elizabeth.hewes@state.co.us

Recycled paper will raise the costs. The recycled paper would need to be ordered as orders are requested & effect delivery dates. Very few customers use recycled because of costs & issues with inserting.

Envelopes manufactured with recycled window film can have problems inserting.

A8. The recycled requirement has been removed from the solicitation. Please see version 2 of the IFB for updated specification.
