About this opportunity

The State of Colorado, through the Governor's Office of Information Technology (OIT), is issuing a sole source procurement for Telecom Expense Management (TEM) Suite services from MTS - IntegraTRAK, Inc. under contract number KE16-0424. The procurement encompasses comprehensive telecommunications invoice processing and management services for CenturyLink vendor invoices, including invoice validation and auditing, unlimited asset management, dispute management (5 hours monthly), unlimited contract management, standard monthly database updates, weekly custom accounts payable export files, and payment interface importation directly integrated with the State's financial system (CORE). The contract will run for three years from April 1, 2016, through March 30, 2019, with a posting date of March 1, 2016, and a proposal due date of March 7, 2016. The primary objective is to enable seamless monthly billing of State customers through validated and audited telecommunications expense data processed and integrated into the financial system. Key evaluation criteria include the vendor's ability to maintain existing system interfaces with CORE and provide reliable ongoing service without disruption to current operations.

This procurement is designated as a sole source justification based on the State's 2014 implementation of its new CORE financial system, during which considerable time and resources were invested by OIT staff, CORE personnel, and MTS to design proprietary interfaces and test environments that cannot be readily replicated by alternative vendors or the financial system vendor without significant reallocating of critical IT resources. MTS is identified as the incumbent provider for the existing TEM Suite system, and a Vendor Selection System (VSS) posting was conducted with at least one additional response received to support the sole source determination. The estimated contract value is $720,000 for services with no goods component over the three-year term. Fair and reasonable pricing was established through comparison to market rates and historical service pricing, and no conflicts of interest were identified in the procurement review.
