About this opportunity

The Colorado Department of Public Safety, Colorado State Patrol Procurement Office, is soliciting bids for the acquisition of up to five (5) portable, desktop distracted driving simulator units to support statewide public awareness campaigns and educational initiatives targeting primary and high school students across all troop offices. Each simulator unit must feature a minimum 38-inch wide high-definition screen, voice recognition control capabilities, multiple driving environments (highway, city, rural, and inclement weather scenarios), and realistic sensory stimulation consequences to enhance the educational experience. The procurement is designed to provide communities and schools with interactive tools to educate young drivers about the dangers of distracted driving. Bid proposals were due on Thursday, October 30, 2014, at 09:00 MDT, with submissions accepted via email or mail to Purchasing Agent Vera Kennedy. The anticipated award period extends through State Fiscal Year 2015 (ending June 30, 2015), with an option to extend for one additional state fiscal year subject to budget availability. Award selection will be made to the single responsive bidder whose quote is most advantageous to the State, considering evaluation factors including U.S. manufacturing compliance, GSA preferred vendor status, and cost per unit.

Respondents must meet specific qualification requirements to be eligible for award, including demonstration of GSA preferred vendor status and certification that all products are manufactured in the United States in compliance with federal grant specifications. Vendor registration with Colorado VSS (Vendor Self-Service) was required by the bid submission deadline of October 30, 2014. The maximum allowable bid price per unit is $11,500, with pricing required to include shipping, handling, and Pelican cases for equipment protection. All shipments must be delivered Monday through Friday between 8:00 AM and 5:00 PM Mountain Time, excluding holidays, to the Colorado State Patrol's facility in Lakewood, Colorado. The Colorado State Patrol is tax-exempt, and vendor pricing must remain valid throughout the award period. No incumbent vendors or set-aside designations for disadvantaged enterprises were specified in the solicitation documents.
