About this opportunity
The State of Illinois Chief Procurement Office is requesting proposals for weekly food orders for the fourth quarter of FY-27 (September through December) under a brand-or-equal specification, with proposals due August 24, 2026.
The procurement is for food supply to the Illinois Veterans Home at Quincy (IVHQ) on a weekly ordering basis. The brand-or-equal specification allows equivalent products to substitute for named brands, provided they meet functional and quality parity. Vendors must comply with the State Prompt Payment Act and prevailing wage requirements where applicable. General commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate is required, along with auto liability and workers' compensation coverage as mandated by Illinois law. Vendors must retain records for three years (five years if federal funds are involved) and may not assign the contract or use subcontractors without prior written approval. All work product and intellectual property rights vest with the State.
The State reserves the right to terminate for convenience with 30 days' notice or for cause immediately if performance is jeopardized or material violations occur. Payment is contingent on appropriation of funds. Invoicing deadlines are no later than July 31 for services rendered through June 30. Disputes are resolved exclusively through the Illinois Court of Claims.
