About this opportunity
New Haven Public Schools is requesting proposals for on-call snow removal and ice treatment services for Zone 5 facilities during the 2026-2027 season, with proposals due September 29, 2026 at 11:00 a.m. through the City's eProcurement Portal. A 25% MBE/WBE utilization requirement applies; contractors must certify compliance on the MBE Utilization Form or face automatic rejection. Additionally, a local-preference provision permits city-based businesses within a 15% bid variance to match the lowest bid at the lowest amount.
Zone 5 encompasses ten school facilities requiring snow plowing, ice treatment of driveways, parking lots, and walkways, and coordination with staggered bell times across elementary and high schools. Equipment requirements include four trucks with plows, three dump trucks with salt spreaders, three snow blowers, and two Bobcats with brushes. Contractors must provide a minimum of eight staff members per zone and maintain 24/7 emergency response capability. Equipment inspection documentation is due within seven days of the letter of intent to award. Pricing must be submitted as a fixed, lump-sum price inclusive of all labor, materials, equipment, and incidental costs and is separate from the technical proposal.
The Living Wage Ordinance applies at $21.95 with employee benefits or $22.395 without benefits, effective July 1, 2026. Contractors must carry general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, auto liability of $1 million, and snow plow/contractor's liability coverage. A bid security equal to 5% of the total bid is required for contracts exceeding $100,000, in the form of electronic bond, certified cashier's check, or hardcopy bid bond. The contract term is one year with renewal options at the City's sole discretion. Price adjustments are permitted only if material or labor costs fluctuate more than 20% during the contract term, with written documentation required 60 days before term expiration. Services run October 15, 2026 through April 30, 2027. A non-mandatory pre-proposal meeting was held September 21, 2026; the question deadline was September 22, 2026.
