About this opportunity

New Haven Public Schools is soliciting on-call vendor(s) for snow removal and ice treatment services across Zone 4 facilities for the 2026-2027 season, with proposals due September 29, 2026, at 11:00 a.m. via the City's eProcurement Portal. A mandatory MBE/WBE participation goal of 25 percent applies; contractors must demonstrate good faith efforts toward minority and women-owned business enterprise utilization and submit a completed MBE Utilization Form or face rejection as non-responsive.

The scope covers snow plowing, removal, and ice treatment for driveways, parking lots, walkways, and access points at nine NHPS facilities and the Central Kitchen in Zone 4. Contractors must submit equipment lists documenting at minimum four trucks with plows, three dump trucks with salt spreaders, three snow blowers, and two Bobcats with brushes. Contractors bidding on multiple zones must demonstrate sufficient equipment and staffing to handle all proposed zones simultaneously. Evidence of previous experience serving school districts or municipalities and three client references are required. A non-mandatory site visit and equipment inspection are required within seven days of award.

The contract term runs October 15, 2026, through April 30, 2027, with potential renewal at the City's sole discretion. Pricing proposals must be submitted separately as a fixed, lump-sum price including all labor, materials, equipment, and operational costs. Limited adjustments are allowed only if material costs fluctuate by more than 20 percent during the term, requiring written justification and City approval at least 60 days before renewal.

Contractors must comply with the City's Living Wage Ordinance, paying a minimum of $21.95 per hour with benefits or $22.95 without benefits (effective July 1, 2026). A bid security bond of five percent of the total bid is required for bids exceeding $100,000, submitted through Surety 2000, Tinubu, or as a certified cashier's check or hardcopy bid bond. General liability insurance must be $1,000,000 per occurrence and $2,000,000 aggregate; workers' compensation at statutory limits; and auto liability of $1,000,000 combined single limit, with the City named as additional insured and waiver of subrogation required.

Local preference is available for New Haven-based businesses with a principal place of business in the City, potentially qualifying for award consideration if their bid is no more than 15 percent higher than the lowest bid on contracts under $1,000,000. A non-mandatory pre-proposal meeting is scheduled for September 21, 2026, at 11:00 a.m. via Zoom; questions are due September 22, 2026, at 5:00 p.m. EEOC fees apply based on contract value and must be paid within seven business days of the scheduled pre-award meeting. The City reserves the right to terminate the contract for convenience with 21 days' written notice, for cause with five business days' notice and opportunity to cure, or due to lack of funding without liability.
