About this file

This is a snow and ice removal brochure from the City of New Haven Department of Public Works in Connecticut, which outlines municipal snow management responsibilities and local ordinances. The City of New Haven DPW maintains 234 miles of roadway and typically uses approximately 2,000 tons of sand and salt annually during Connecticut winters to treat roads and remove snow. While the municipality performs the majority of snow removal operations with its internal fleet, the department also contracts with local vendors to supplement these services. The brochure addresses snow removal obligations under City Ordinance Sections 27-32, 27-33, and 27-34, which establish that abutting property owners must remove snow, sleet, and ice within 42 inches of their property within 24 hours after a storm ends or apply abrasive substances to maintain safe conditions. The ordinance also clarifies that the DPW and Parks Department handle snow removal on vacant city-owned lots and crosswalks with handicap ramps, while the Connecticut Department of Transportation manages all state roadways within the city.

The brochure emphasizes enforcement and compliance requirements, establishing fines of $100 per violation or the maximum amount permitted under state statute, with each day of non-compliance constituting a separate offense. Property owners are additionally required to maintain clear gutters and catch basin tops to permit free water passage. The document does not specify pricing terms, contract amounts, funding sources, or specific procurement timelines for vendor services. It serves as an informational resource regarding municipal snow management operations and local legal obligations rather than a formal contract solicitation document.
