About this opportunity
New Haven Public Schools is requesting proposals for snow removal and ice treatment services for Zone 3 facilities during the 2026-2027 winter season (October 15, 2026 through April 30, 2027), with proposals due September 29, 2026 at 11:00 a.m. through the City's eProcurement Portal. The City applies a 25% minority and women-owned business enterprise (MBE/WBE) participation requirement and local preference for New Haven-based businesses; submission of a completed MBE Utilization Form is mandatory and failure to submit results in rejection.
The scope covers snow plowing, ice melt application, and related services across nine Zone 3 school buildings and administrative sites, including removal from parking lots, driveways, walkways, stairs, and ramps. Contractors must provide all labor, equipment, and materials, including a minimum of four trucks with plows, three dump trucks with salt spreaders, three snow blowers, and two Bobcats with brushes. Contractors proposing on multiple zones must demonstrate sufficient equipment and staff capacity to service all zones; equipment lists are required in Appendix A.
Compensation is structured as fixed-price with potential adjustments only if material or labor costs fluctuate more than 20 percent, with adjustment requests required 60 days before term expiration. All contractors must comply with the City of New Haven Living Wage Ordinance at $21.95 per hour with benefits or $22.95 without benefits for 2026-2027. Required insurance includes General Liability ($1 million per occurrence), Workers' Compensation at statutory limits, Auto Liability ($1 million combined single limit), and snow plow–specific liability coverage with the City named as additional insured and waiver of subrogation. A bid bond equal to five percent of total bid is required for bids exceeding $100,000. Contractors must maintain 24/7 emergency response capability, valid operator licenses, GPS tracking compatibility, and provide pre- and post-event photographic documentation.
A non-mandatory pre-proposal meeting is scheduled for September 21, 2026 at 11:00 a.m. via Zoom. Questions are due September 22, 2026 at 5:00 p.m. The City will assess vendor performance using a standardized grading scale across administration, compliance, product quality, and service performance categories. EEOC fees apply based on contract value and must be paid within seven business days of the pre-award meeting.
