Minimum equipment requirements include four trucks with plows, three dump trucks with salt spreaders, three snow blowers, and two Bobcats with brushes. Contractors must deploy a minimum of eight staff members per zone and provide a detailed equipment list in Appendix A. All equipment must be inspected within seven days of the award notification letter.

The contract term runs October 15, 2026, through April 30, 2027. Pricing proposals must include all labor, materials, equipment, and associated costs with no separate reimbursement. The living wage rate is $21.95 with benefits or $22.95 without benefits, effective July 1, 2026. Contractors must maintain $1,000,000 general liability, workers' compensation at statutory limits, $1,000,000 auto liability, and snow plow/contractor's liability coverage, with the City named as additional insured. A five percent bid security is required for proposals exceeding $100,000, accepted as electronic bonds, certified cashier's checks, or hardcopy bid bonds. The non-mandatory pre-proposal meeting is September 21, 2026, at 11:00 a.m. via Zoom; questions are due September 22, 2026, at 5:00 p.m. The City reserves the right to reject all proposals, modify terms, and terminate for convenience with 21 days' notice or for cause with five business days' notice after opportunity to cure.
