About this opportunity
New Haven Public Schools is soliciting proposals for on-call snow removal and ice treatment services for Zone 1 facilities under an RFP with responses due September 29, 2026 at 11:00 a.m., and a non-mandatory pre-proposal meeting scheduled for September 21, 2026 via Zoom. A 25% participation goal for minority and women-owned small businesses is mandatory; failure to submit the completed MBE Utilization Form results in a non-responsive determination. The City of New Haven applies a 15% local-vendor preference for qualifying city-based businesses on contracts under $1 million.
Zone 1 encompasses eight school facilities. Contractors must provide snow plowing equipment with operators and ice treatment services for driveways, parking lots, walkways, and access areas. Minimum equipment required: four trucks with plows, three dump trucks with salt spreaders, three snow blowers, and two Bobcats with brushes, along with a minimum of eight staff members. All equipment must pass inspection within seven days of the letter of intent to award and comply with applicable state and federal transportation regulations. Contractors proposing on multiple zones must demonstrate sufficient equipment and staffing capacity across all zones.
The contract term runs October 15, 2026 through April 30, 2027, renewable at the City's sole discretion under the same terms and conditions; price adjustments are limited to documented cost fluctuations exceeding 20 percent with 60 days' advance notice. Contractors must submit pricing as a separate sealed proposal with detailed breakdowns for labor, materials, equipment, and rentals. Bid security of 5 percent is required for bids exceeding $100,000. General liability insurance ($1 million per occurrence / $2 million combined aggregate) and auto liability ($1 million combined single limit) are mandatory. Questions are due September 22, 2026 at 11:00 a.m. Contractors must comply with the City's standard terms, equal employment opportunity requirements, and the Ban The Box Agreement, and must submit e-invoices through the designated portal with no payment without an authorized purchase order. An EEOC package fee applies based on contract value.
