About this file

This is a snow and ice removal brochure issued by the City of New Haven Department of Public Works, located at 34 Middletown Ave, New Haven, CT 06513, under the direction of Michael Siciliano. The brochure outlines the department's responsibilities for maintaining 234 miles of roadway surface and managing snow and ice control throughout the city. During a typical Connecticut winter, the department utilizes approximately 2,000 tons of sand and salt to maintain safe road conditions. While the Department of Public Works performs the majority of snowplowing and snow removal work with its municipal fleet, the city also contracts with local contractors to supplement these services. The State of Connecticut Department of Transportation is responsible for all state roadways within New Haven, while the Department of Public Works and Parks Department jointly manage snow removal on crosswalks and handicap ramps as needed.

The brochure establishes regulatory requirements for property owners and outlines enforcement mechanisms for snow and ice removal compliance. Property owners are required to remove snow, sleet, or ice within 42 inches of their property, including accessible ramps, within 24 hours after a storm ends or cover affected areas with abrasive substances to maintain safe conditions. Non-compliance results in a fine of $100 or the maximum amount allowed under state statute, with each day of continued violation constituting a separate offense. Additionally, property owners must maintain gutters and catch basin tops to permit free passage of water. The city prohibits the disposal of snow into streets and imposes identical penalties for violations. The Department of Public Works is responsible for removing snow from sidewalks on city-owned vacant lots as part of the Livable Cities Initiative.
