About this opportunity

Reading Area Community College (RACC) is seeking sealed electronic bids for a comprehensive Student Center construction project located in Reading, Pennsylvania. The procurement is a multi-prime contract divided into five separate contract categories: General Construction, Plumbing, HVAC, Electrical, and Audio Visual. The project, identified as Commission No. 24U026, involves constructing a new Student Center at 25 South Front Street, which includes adding a second floor over a portion of the existing building, creating new spaces such as lounge areas, event spaces, a warming kitchen, classrooms, and mechanical spaces. Bidders must submit proposals electronically via PennBid by 12:00 PM on September 23, 2025, with a mandatory pre-bid meeting and project site tour scheduled for September 3, 2025, at the Schmidt Training & Technology Center. All bidding documents prepared by Spiezle Architectural Group, Inc. are available at no cost through PennBid, and bidders must submit any questions about the project no later than seven business days before the bid receipt date. Contractors are required to provide a bid guarantee of 10% of their total bid (not exceeding $20,000) and comply with prevailing wage requirements. The project is expected to reach Substantial Completion by May 27, 2026, with work commencing within ten calendar days after receiving a Notice to Proceed.

The contract is subject to Community Development Block Grant requirements, which mandate minimum salary levels and prohibit discrimination. While no specific set-aside designations for disadvantaged enterprises are explicitly detailed, the project emphasizes preferential sourcing of materials and products from United States manufacturers. The procurement will utilize AIA Document A132-2019 as the standard form of agreement, with provisions for multiple prime contractors and detailed administrative requirements. Although a precise budget range is not specified in the documents, the comprehensive nature of the project suggests a significant capital investment in the college's infrastructure. The contract will be awarded to the lowest responsible bidder whose proposal is responsive in all material respects, with no bid considered accepted until formal resolution by the owner. Bidders cannot withdraw their proposals for 60 calendar days from the opening of bids. The project is funded through the college's capital improvements budget and represents a substantial investment in enhancing RACC's student facilities and educational infrastructure.
