About this opportunity

The Colorado Division of Reclamation, Mining and Safety (DRMS) issued a Documented Quote (DQ) solicitation for the FY 2018 Little Bertha Project, an inactive mine site closure initiative located in Lake County near Leadville, Colorado. The project involves the remediation and closure of ten hazardous mine openings—nine shafts and one adit—utilizing multiple closure methods including polyurethane foam injection, corrugated steel pipe installation with grating, and strategic backfilling with specified materials. Key deliverables include mobilization and demobilization services, development and implementation of a comprehensive Safety, Health and Environmental Action Plan, and the successful closure of Features 106, 112, 122, 126, 127, 128, 130, 131, 133, and 147. All contractors must attend a mandatory pre-bid meeting and site showing scheduled for 9:00 a.m. on June 21, 2017, at the Robert Emmet Shaft parking area on Lake County Road 1, with failure to attend in full resulting in bid rejection. Sealed bids were due by 4:00 p.m. on July 5, 2017, submitted to the DRMS office at 1313 Sherman Street, Suite 215, Denver, Colorado 80203, with bid opening scheduled for July 6, 2017, at 10:00 a.m. Construction is tentatively scheduled between August 28, 2017, and September 22, 2017, with an allowable completion time of 26 calendar days after the Notice to Proceed, including 10 days for mobilization. Award criteria include selection of the low responsive and responsible bidder meeting all technical and regulatory requirements, with liquidated damages of $400 per day assessed for delays beyond the specified completion date.

Contractors must comply with OSHA 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training requirements prior to work commencement, as the project site is located within the California Gulch Superfund Site. A bid bond equal to 5% of the bid amount is required for bids exceeding $50,000, and performance and payment bonds in the amount of 100% of the original contract price are mandated for bids of $50,000 or greater under Colorado law. Contractors must maintain commercial general liability insurance of $1,000,000 and automobile liability insurance of $1,000,000, with workers' compensation insurance required and the State of Colorado named as an additional insured. Retainage will be withheld at 10% for bids between $50,000 and $149,999.99, and 5% for bids of $150,000 or greater, until project completion and advertisement. The project is funded entirely through Lake County Severance Tax collected by the State of Colorado. No set-aside designations for disadvantaged enterprises or restrictions on contractor type were specified in the solicitation documents. No incumbent contractors or existing infrastructure integration requirements were identified in the available procurement materials.
