About this file

This is Amendment No. 1 to a bid solicitation (2017-1511) issued by the Colorado Division of Reclamation, Mining & Safety for the Little Bertha Project, an inactive mine site closure project located in Lake County near Leadville. The amendment provides clarifications and modifications to the original bid documents following a pre-bid meeting, affecting multiple closure features at the site. The project involves closure work on ten mine features, primarily shafts and one adit, utilizing various closure methods including polyurethane foam, rockfill, corrugated steel pipe, and backfill. The revised bid schedule requires contractors to submit pricing for mobilization/demobilization, a Safety, Health & Environmental Action Plan, and installation of mine closures across Features 106, 112, 122, 126, 127, 128, 130, 131, 133, and 147. The bid submission deadline is 4:00 p.m. on Wednesday, July 5, 2017, with bids to be submitted electronically through Colorado VSS or by mail/fax to Teresa Ryan at the Division of Reclamation, Mining and Safety. Contractors were required to acknowledge receipt and acceptance of the amendment on their bid forms.

The amendment revises specifications for Features 112, 122, 131, and 147, modifying excavation depths, corrugated steel pipe installation configurations, backfill material requirements, and drainage provisions. Feature 133, which was not visited during the pre-bid meeting, is included with a field form documenting its characteristics as a partially collapsed shaft at 10,483 feet elevation requiring backfill closure. All project work is funded through Lake County Severance Tax. The bid schedule requires contractors to complete all line items and return all pages, with provisions for additional polyurethane foam and mini-excavator rental if required. The project funding source is identified as Lake Severance Tax for all closure features.

RE: Amendment No. 1 to 2017-1511

Thank you for your attendance at the Pre-Bid Meeting. The following clarifications and amendments should be noted and incorporated into the bid documents:

1. Feature 112 – Rockfill is available onsite for this closure. Excavation of up to eight (8) feet in depth may be required. All other specifications remain the same.

2. Feature 122 – The work description for this feature has been changed.

New Work Description: The corrugated steel pipe (CSP) will be installed six (6) feet into the opening with four (4) feet outside. Two (2), five (5) foot CSP sections banded together is acceptable for this closure. All other specifications remain the same.

3. Feature 131 – The closure method for this feature has been changed.

New Closure Method: Backfill, Per SWS 2 Work Description: Backfill the feature using onsite material. Large rockfill (15in plus) will be gathered onsite and placed in the opening to a depth of ten (10) feet before common fill is installed. Backfill must ensure positive drainage to the south. The historic dry-stack rock walls are not to be disturbed or used as fill material. Disturbed ground will be intensely roughened as described under Item 3.0.

4. Feature 133 – This feature was not visited. A field form has been provided with this amendment.

5. Feature 147 – Once the safety closure is installed, the existing drainage channel will be extended with a shallow swale along the north edge of the feature to ensure positive drainage away from the safety closure. Cut material shall be used as backfill. All other specifications remain the same.

6. Any trees removed around the project site will be bucked into 4’-6’ lengths and scattered.

The bid submittal for this project is no later than 4:00 p.m. on Wednesday, July 5, 2017.

Please use the REVISED Bid Schedule included with this amendment when submitting your bid.

All terms and conditions of the Documented Quote other than as changed by this amendment remain the same.

Receipt and acceptance of this amendment shall be acknowledged on the bid form and by submitting the REVISED Bid Schedule.
