About this opportunity
The Commonwealth of Kentucky Department of Fish and Wildlife Resources is issuing a Request for Bids (RFB 660 2500000718) for the demolition and reconstruction of the Dining Hall at Camp Earl Wallace in Monticello, Spencer County, Kentucky. This is a rebid of solicitation FW-007-25, now designated FW-009-25. The scope of work encompasses the complete demolition of the existing Dining Hall and adjacent Bunk House, followed by construction of a new modern Dining Hall featuring a spacious cafeteria, kitchen facilities, staff areas, and an outdoor pavilion, with basement bunk rooms for camp employee accommodation. Site work includes grading, utility installation, parking, and landscaping, with emphasis on sustainability and energy-efficient design compliant with all local, state, and federal building codes. A mandatory site visit and pre-bid meeting is scheduled for June 9, 2025, at 10:00 a.m. Eastern Time at 103 Camp Earl Wallace Road, Monticello, Kentucky 42633. Technical questions must be submitted to Architect Jaron Richards at DECO Architects (606-219-6369) by 12:00 p.m. Eastern Time on June 16, 2025, while procurement questions should be directed to Purchasing Agent Kyla Satterly (kyla.satterly@ky.gov). Bids close on July 1, 2025, at 12:00 p.m. Eastern Time with a virtual bid opening at 3:00 p.m. Eastern Time via Microsoft Teams. Bidders must submit responses exclusively through the Commonwealth's eProcurement system as combined PDF documents containing the Official Bid Document and Bid Bond and must register in the Vendor Self Service system at vss.ky.gov prior to submission. Plan and specification documents are available at no charge through the State of Kentucky Plan Room at stateofkyplanroom.com by contacting Lynn Imaging at 1-800-888-0693. Addendum 1 establishes critical contractor qualifications requiring the roofing contractor's primary business to be roofing with a minimum of five years specialization in specified manufacturer systems, certification as a manufacturer-approved installer, and a certified installer job superintendent present during all roofing work.
The solicitation documents do not specify any set-aside designations, socioeconomic restrictions, or disadvantaged enterprise requirements based on the available materials. No incumbent vendors or current contractors are identified in the procurement documents. Bidders must identify their firm's position as Prime Bidder, Miscellaneous Subcontractor, Material Supplier, or Other. The contract value is not disclosed in the bid documents; bidders are explicitly prohibited from entering a contract amount in the e-procurement system and must instead specify the actual contract amount on the Official Bid Document submitted as an attachment. Plan and specification documents must be obtained through the state plan room, and bidders who fail to obtain documents through this designated channel will not be registered as planholders and will not receive addenda, which can result in non-responsive bids. For submission assistance, bidders should contact the Customer Resource Center at Finance.CRCGroup@ky.gov or 502-564-9641.
