About this opportunity
The Texas Health and Human Services Commission is requesting bids on furniture for the Lubbock State Supported Living Center under IFB HHS0017700, with bids due August 10, 2026 at 10:30 AM Central Time and questions due July 31, 2026 at 10:30 AM.
The procurement covers 40 line items of residential and multipurpose furniture, including dining tables, chairs, recliners, sofas, loveseats, sideboards, coffee tables, and home theater seating from manufacturers such as Coaster and Furniture of America. Quantities range from single units to eight units per item. HHSC-approved equal alternatives are permitted; bidders proposing substitutions must submit supporting literature or documentation or face bid rejection. The scope includes freight delivery as a separate lot item, and bidders must provide an estimated delivery date.
Pricing must be submitted as firm, fixed prices on the designated Pricing Sheet with all costs inclusive of labor, equipment, materials, and supplies. Price adjustments during the contract term are permitted only at HHSC's sole discretion and must correlate with the Consumer Price Index (CPI-W or CPI-U) Region VI, or may be requested based on Federal Minimum Wage Rate changes with supporting documentation. Contractors must immediately notify HHSC of any price decreases.
Award will be made to the bidder offering the best value to the State based on meeting or exceeding specifications, ability to meet delivery requirements, and price, without obligation to select the lowest-priced response. Evaluation includes verification of past vendor performance through the CPA Vendor Performance Tracking System and may result in rejection of bidders with unsatisfactory histories. The HHS Commission and the Department of State Health Services are both entitled to use any resulting contract. The contract commences upon purchase order issuance and expires August 31, 2026. No volume, usage, or compensation is guaranteed, and all contracts remain subject to appropriations, fund availability, and termination rights.
The IFB encourages, but does not require, submission of a HUB Subcontracting Plan for Historically Underutilized Businesses. Responses may be submitted by mail or through the optional HHS Online Bid Room; prospective users must register in advance as the registration process requires several days. Questions should be directed to pcsbids@hhs.texas.gov.
