About this opportunity

The Texas Health and Human Services Commission (HHS) is soliciting bids for furniture supply to the Lubbock State Supported Living Center under IFB HHS0017684, with bids due August 17, 2026 at 10:30 a.m. A mandatory Veterans Heroes United in Business (VetHUB) subcontracting plan with a 26 percent utilization goal applies; failure to submit a compliant plan results in disqualification. All respondents must submit a completed HUB Subcontracting Plan regardless of whether they self-perform or subcontract; respondents intending to subcontract must demonstrate good-faith efforts to include VetHUB vendors by identifying opportunities, dividing work into reasonable lots, and notifying a minimum of two certified VetHUB vendors per opportunity with at least seven working days for response. Respondents participating in the Texas Mentor-Protege Program may subcontract directly with their certified VetHUB Protege without additional notices for those specific work items.

The scope covers approximately 64 to 65 line items of furniture including upholstered seating (sofas, loveseats, recliners, accent chairs), dining sets and chairs, storage furniture (cabinets, bookcases, television stands), servers, consoles, area rugs, and rocking chairs. Most items are specified by manufacturer model numbers (primarily Coaster brand, with selections from Furniture of America, Steve Silver Furniture, Libby Langdon, Perse, and Kansas brands), with HHSC-approved equal alternatives permitted. Quantities range from single units to 24 units per line item. Delivery is to the Lubbock State Supported Living Center warehouse at 3401 North University Avenue, Lubbock, Texas 79415, with expected delivery within 14 days of order receipt, Monday through Friday between 8:30 a.m. and 4:00 p.m.

Pricing must be firm, fixed unit prices on Exhibit C, F.O.B. Destination with freight prepaid and included in total cost. Price adjustments are permitted only at HHS's discretion based on Consumer Price Index formula or federal minimum wage increases; contractors may offer price decreases at any time. The contract term begins upon Purchase Order issuance and expires August 31, 2026, with a potential one-year extension at HHS's sole discretion. No volume guarantee is provided. Both HHS and the Department of State Health Services are entitled to use any awarded contract.

A vendor and HUB conference is scheduled for August 7, 2026 at 10:30 a.m. Questions are due August 3, 2026 at 10:30 a.m., with responses posted as an addendum August 4. Courtesy review of HUB Subcontracting Plans is available with a deadline of August 14, 2026 at 10:30 a.m. The VetHUB Coordinator is Cheryl Bradley (512-406-2529, Cheryl.Bradley@hhs.texas.gov). Contract award is anticipated August 31, 2026.
