About this opportunity

The Commonwealth of Pennsylvania Department of General Services is requesting bids for a statewide Furniture Equipment Contract covering three product categories—Standard Office & Systems Furniture Products, Ancillary Products, and Specialized Furniture Products—with bids due December 17, 2026 under IFB 6100066798. Bidders must be Original Equipment Manufacturers (OEMs); dealers, distributors, and resellers are ineligible. This is a COSTARS-eligible contract available to Commonwealth agencies and participating local public procurement units.

The scope encompasses office desks, workstations, seating, storage and filing units, systems furniture, acoustic products, ergonomic furniture, collaboration tools, lighting, and specialized categories including behavioral healthcare, correctional institutional, daycare, educational, healthcare, and outdoor furniture. All products must be new or remanufactured unless otherwise specified, meet ANSI and BIFMA durability standards, and comply with California Technical Bulletin 117-2013 for flammability. Bidders must provide a five-year warranty and current catalog price lists.

All bidders must offer a minimum 40% discount from current catalog pricing in each category where they submit a bid and maintain statewide coverage throughout Pennsylvania; limited geographic coverage results in bid rejection. Pricing must remain firm throughout the contract period. Delivery is required within 120 calendar days of purchase order receipt; FOB destination pricing applies to orders of $500 or more. Installation services, final design, relocation, reconfiguration, and storage beyond 90 days are optional at separately quoted discounted rates. Installation services on public works projects exceeding $25,000 may be subject to prevailing wage requirements.

The initial contract term is two years with options for three additional one-year renewals. Awards will be made to up to five responsive and responsible manufacturers offering the highest discounts in each category or subcategory. Historical spending across related furniture contracts during the preceding five-year period totaled approximately $52.5 million. Bids must be submitted electronically through the PA Supplier Portal. Mandatory compliance certifications include the Iran Free Procurement Certification Form (for contracts valued at $1 million or more), Worker Protection and Investment Certification (BOP-2201), Lobbying Certification (BOP-1307), and Reciprocal Limitations Act Requirements (GSPUR-89). Vendors electing COSTARS participation must submit a Program Election to Participate form and pay annual administrative fees: $166 for DGS-verified Small Diverse Businesses, $500 for DGS Self-Certified Small Businesses, and $1,500 for all other bidders.
