About this opportunity
The Hawaii Department of Land and Natural Resources, Division of Forestry and Wildlife is soliciting bids for exclusive helicopter transportation services to support mosquito control operations in the Maui District under IFB DOFAW26MAUIEXCLUSIVE1, with proposals due October 19, 2026. The exclusive award structure means only one contractor will be selected for the entire contract term.
The scope is aerial application of small-particle liquid Bti (Bacillus thuringiensis israelensis) using an aircraft-mounted boom spray system across the Maui District. The contractor must provide helicopter operations and chemical application services, respond to requests on short notice, and maintain consistent service delivery. Required qualifications include demonstrated experience with aerial Bti application, familiarity with Maui's geographic and operational conditions, pilot licensing, equipment certification, and compliance with Hawaii Department of Agriculture regulations for pesticide application. The contractor must obtain and maintain all necessary licenses and permits and secure all personnel.
Compensation is structured as hourly rates for helicopter operations and application services, covering fuel, equipment maintenance, pilot services, and chemical application. The contract is governed by Hawaii Revised Statutes Chapter 103D. The contractor bears all costs associated with performance, including federal, state, and county taxes and general excise taxes. Prior to commencing performance and before final payment, the contractor must submit tax clearance certificates from the Hawaii Department of Taxation and the Internal Revenue Service. Insurance coverage requirements apply. The state retains rights to inspect work, suspend performance for up to sixty days, terminate for default with ten-day cure periods, or terminate for convenience with appropriate compensation adjustments. The contractor must maintain records for three years after final payment and implement appropriate technological safeguards for any personal information accessed during performance.
