About this opportunity

The Minnesota Department of Military Affairs is seeking a one-time contract for furnishing and installing a new Trane VRF Supervisory Controller at the Owatonna National Guard Armory (OWA) located in Steele County. The primary objective is to restore BACnet MS/TP communication between existing VRF field controllers and the current Johnson Controls Metasys supervisor. Potential contractors must submit their bids electronically through the Supplier Portal by May 13, 2024, at 2:00 p.m. Central Time, with a recommended pre-bid site visit prior to the question submission deadline of May 8, 2024. To arrange a site visit, contractors must contact Kris Olinger, Building Maintenance Supervisor, at 651.268.8477. The contract will be awarded to the lowest responsible bidder who meets all specifications and terms, with a performance period anticipated from May 15, 2024, to June 30, 2024. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Helpdesk at 651.207.8100, Option 1.

The solicitation includes preferential considerations for targeted group, economically disadvantaged, and veteran-owned businesses, who will receive a 12% preference in the evaluation process. Non-Minnesota contractors may be subject to an 8% withholding requirement and might need to complete an exemption form. The estimated total contract value ranges from $10,000 to $20,000, with the scope of work requiring the contractor to provide all labor, materials, and incidentals necessary for the Trane VRF Supervisory Controller installation. Suppliers must be registered not just as bidders but also as full suppliers to be eligible for award. The existing infrastructure involves integration with the current VRF field controllers and JCI Metasys supervisor, requiring precise technical compatibility and communication restoration. Contractors must submit all required documentation, including Responder Declarations and Additional Information forms, with the understanding that non-compliance with solicitation requirements may result in bid rejection.
