About this opportunity
The University of Hawaii at Hilo is issuing Invitation for Bids (IFB) No. 26-5324 to procure furnishing, delivery, installation, and disposal of mattresses for five campus residence halls: Hale Kauanoe, Hale Alahonua, Hale Kanilehua, Hale Kehau, and Hale Ikena. The procurement requires 819 Twin XL mattresses (36" x 80" x minimum 6.5" thickness) and 136 Twin mattresses (36" x 75" x minimum 6.5" thickness), with all units requiring full delivery to specified locations, inside placement including stairs and buildings without elevators, installation of new mattresses, and removal and disposal of existing mattresses. All deliverables must be completed within 120 consecutive calendar days from the Notice to Proceed. Mattresses must meet mandatory specifications including hospital-grade breathable nylon covers with urethane backing, fluid-proof construction, antimicrobial and antifungal properties, moisture barriers, compression-resistant cores, sealed seams, and a minimum five-year non-prorated warranty covering the first three years for materials, workmanship, moisture barrier failure, and structural degradation. Pricing must be firm fixed on an F.O.B. destination basis, inclusive of all transportation, delivery fees, labor, overhead, Hawaii General Excise Tax, and associated charges with no additional costs permitted. Electronic bid submissions through Hawaii's electronic procurement system (HIePRO) are due no later than 2:30 p.m. Hawaii Standard Time on May 28, 2026. Prospective bidders may submit questions and requests for clarification through HIePRO by May 7, 2026 at 2:30 p.m., with responses posted by May 14, 2026. Award shall be made to the lowest responsive and responsible bidder whose bid conforms to all material respects of the IFB in accordance with Hawaii Revised Statutes Chapter 103D.
No set-aside designations or restrictions limiting bidder eligibility based on disadvantaged enterprise status or organizational type are specified in the solicitation documents. No incumbent vendors or current contractors are identified in the procurement materials. No specific integration requirements with existing infrastructure or technology are noted. The solicitation does not list an estimated award value or budget range; pricing will be evaluated on a total aggregate basis for all line items submitted by responsive bidders. Payment shall be made within 30 calendar days following invoice submission and acceptance of goods after full delivery, installation, removal, and final acceptance of all items. The contract is contingent upon availability of funds, and the University of Hawaii Board of Regents reserves the right to cancel the IFB or decline to award individual items if funding becomes unavailable.
