About this opportunity

The Minnesota Department of Natural Resources (DNR) is conducting a Request for Proposal (RFP) to procure ten (10) Track Chairs, with a specific preference for the Action Trackchair ST22 model or an approved equivalent. The procurement spans multiple jurisdictions including Beltrami, Carver, and Ramsey Counties, and will deliver track chairs to nine different DNR locations across Minnesota. The track chairs are designed to enhance accessibility for state park visitors, with detailed specifications requiring battery-powered operation, zero turning radius, and specific dimensional requirements including 43" height, 52.5" length, and 41" width. Responders must submit proposals electronically through the SWIFT Supplier Portal by February 28, 2025, at 3:00 PM Central Time, with questions due by February 25, 2025, to Molly.Gunderson@state.mn.us. The evaluation process will assess responses based on acceptance of state terms and conditions (100 points), cost detail (900 points), with potential additional preference points for targeted groups. Delivery of the track chairs is required by April 30, 2025, to the specified DNR locations.

The solicitation includes provisions for veteran-owned businesses, which may receive preference points of up to 12% during the evaluation process. Respondents must be Original Equipment Manufacturers (OEM), Authorized Dealers, or Authorized Distributors, with brokers explicitly prohibited from participating. The contract includes requirements for comprehensive documentation, including OEM standard warranty information, authorized distributor verification, and sample invoice documentation. The anticipated contract term is from March 15, 2025, through February 28, 2026, with potential extensions of up to 12 additional months. The estimated contract value ranges from $120,000 to $160,000 for the initial one-year term. Contractors must provide training, documentation, online training videos, and local service options, and maintain substantial insurance coverage, including $2 million in commercial general liability and automobile liability. The evaluation and selection process is expected to be completed by March 10, 2025, with the goal of selecting a vendor that can provide high-quality, accessible track chairs for Minnesota's state park system.
