About this opportunity

The City of Oswego, New York is requesting bids for HVAC equipment, controls, accessories, and related materials to support an animal shelter renovation at 621 East Seneca Street, with bids due August 25, 2026 at 2:00 p.m. local time at the Office of the Purchasing Director in Syracuse. The City strongly encourages participation by minority and women-owned business enterprises, service-disabled veteran-owned businesses, and small business enterprises, with established utilization goals of 15 percent for MBE, 15 percent for WBE, and 6 percent for service-disabled veteran-owned businesses.

The scope comprises a complete HVAC equipment and materials package specified across twelve line items: a wall-mount gas boiler with manufacturer-required accessories, boiler trim kit, hydronic radiant heating materials and manifold, thermostats and zone controls, circulators and pumps, energy recovery ventilator, single-piece air handler, air-conditioner condensing unit, exhaust fan, sidewall registers, and mixing valve. The work integrates with existing facility systems per mechanical, plumbing, and electrical coordination plans. Itemized pricing must include freight and delivery to the project site, with quotes valid for at least 60 days from the due date.

The total projected contract value is $500,000, funded through a New York Department of Agriculture and Markets grant (contract AGM01-C02450GM-3000000) covering September 2, 2025 through September 1, 2027. This is a one-time purchase with commencement on June 19, 2026 and continuation until delivery is complete. The Onondaga County Division of Purchase administers the procurement. No bid security or performance security is required. Bidders must submit a W-9 form, completed pricing pages, proposal signature page, certifications (sexual harassment prevention, non-collusion, Iranian divestment, conflict of interest), MWBE and EEO utilization plan, and proof of General Liability Insurance with minimum limits of one million dollars naming the City of Oswego as additional insured. Questions are due in writing to Brian Chairmonte by close of business on August 13, 2026. Bid results will be posted on the county website by 3:00 p.m. on August 25.
