About this opportunity

Monmouth County, New Jersey is requesting sealed bids for furnishing and delivering yearly and periodic maintenance and service to electrical distribution systems, emergency generators, and switchgear at the Division of Reclamation Center and Department of Facilities Management on an on-call, as-needed basis, with sealed bids due September 23, 2026 at 10:30 a.m.

All bidders must hold New Jersey Master Electrician licenses, current NETA certification, valid Public Works Contractor Registration Act certificates, and New Jersey Business Registration certificates. Factory-trained personnel are required for apparatus above 480 volts. The county mandates one-hour emergency response capability for the Reclamation Center and two-hour response capability for Facilities Management. Prevailing wage rates apply to all electrical work.

The scope spans annual and bi-annual preventive maintenance to 5KV class switchgear, 4160-480Y277/2,000-KVA transformers, low-voltage switchgear, distribution panels, protective relays, automatic transfer switches, cables, and emergency generators at both locations. Tasks include mechanical and electrical testing of circuit breakers, contact resistance and insulation resistance testing, torque valve testing, protective relay calibration and trip testing, transformer insulation and turns-ratio testing, infrared scanning of bus and connections, and cable insulation-resistance testing at specified voltages. The contractor must provide power supply for testing equipment.

Estimated quantities include approximately 400 regular hours and 20 overtime hours for the Reclamation Center, 50 regular hours and 10 overtime hours for Facilities Management, and two aerial bucket truck services across both locations. Bids must include unit prices for labor, parts allowances with manufacturer's suggested list price discounts, and equipment services. The county does not pay separately for travel time or mileage; labor rates must include these costs.

The contract runs January 1, 2027 through December 31, 2027, with two optional one-year renewal periods. The county reserves the right to increase or decrease quantities by up to 100% using unit prices. All designated subcontractors must be named in the bid submission. Award is anticipated by Board of County Commissioners resolution within 60 days of bid receipt. Bidders must provide proof of $1,000,000 commercial general liability insurance coverage.
